MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of

Determination: This MDNS is issued under
WAC 197-11-340(2). The lead agency will
not act on this proposal for 14 days from the
date issued. Comments must be received
by 5:00 p.m. on March 19, 2021.

Mitigation Measures:
1. The applicant shall complete a Dust
Management Plan in accordance with Spo-
kane Regional Clean Air Agency (SRCAA)
•• Regulation 1, Section 6.05 requirements. A
copy of the plan shall be submitted to Spo-
kane Valley Community and Public Works
Department prior to operation.
2. The applicant shall submit an Inadvertent
Discovery Plan (IDP) to the Spokane Valley
Community and Public Works Department
prior to the issuance of the Engineered
Grading Permit. The IDP shall be kept on
site at all times during grading activities. •
3. The applicant shall submit a site plan in
compliance with the requirements of SVMC
Chapter 19.75 Transitional regulations and
SVMC Chapter 22.70.070(D) Screening
regulations for review arid approval to the
Community and Public Works' Department
prior to issuance of the Engineered Grading
Permit. The landscape plan shall be pre-
pared by a landscape architect and be con-
sistent with SVMC 22.70.40.D Landscaping
shall be installed prior to the City's Project
Certification process pursuant to the Spo-
kane Valley Street Standards Chapter 9.13
Project Certification. Written documentation'
shall be provided asserting the landscaping
has been installed consistent with the ap-
proved landscape plan, unless otherwise
approved. All landscaping & screening
shall be in a healthy condition when planted
and maintained in a healthy'condition with
necessary irrigation and maintenance to
ensure a clean and weed -free appearance
during the life of the project.
Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
