The lead agency for this proposal has de- '
termined that it does not have a probable
significant adverse impact on the'environ-
ment. Pursuant to WAC 197-11.350, the
proposal has been conditioned to include'
necessary mitigation measures to avoid,
minimize, or compensate for probable sig-
nificant impacts. An Environmental Impact
Statement (EIS) is not required under RCW
43.21C.030(2)(c). The necessary mitigation
measures are listed below and are imposed
pursuant to the Lead Agency's adopted
SEPA policies in SVMC 21.20,150. This
decision was made after review of a com-
pleted environmental checklist and other
information on file with the lead agency.
This informationisavailable to the public
on request.
Determination: This MDNS is issued
under WAC 197-11-340(2) and SVMC
21-20.080. The lead agency will not
act on this proposal for 14 days from
the date issued. Comments must be
received by 5:00 p.m. on April 2, 2021.

Mitigation Measures:
1. As documentedin the approved TIA, the
mitigation for this project is limited to signal
retiming and programmed capital improve-
ments to ensure adequate transportation
facilities will be provided. The applicant
has agreed to contribute $1,830 toward
the Pines/Mission Intersection Project (6
trips at $305 per trip). The applicant shall
enter into Voluntary Mitigation Agreement
with the City of Spokane Valley prior to the
issuance of the building permit to provide
tor payment of these voluntary fees in lieu
of improvements.
2. Although the development has been.
shown to meet the level of service criteria
for transportation concurrency, it has been
shown that significant traffic queuing associ-
ated with the development will exist during
the peak hours. The applicant has agreed to
contribute $21,404 as voluntary fees in lieu
of dedication/improvements toward corridor
signal monitoring and traffic flow optimiza-
tion equipment and software. The applicant
shall enter into a Voluntary MitigationAgree-
ment' with the City of Spokane Valley prior
to the, issuance of the building permit to
provide for payment of these voluntary lees
in lieu of dedication/improvements.
Appeal An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination, Appeals shall be conducted
in conformance: with SVMC 17.90 Appeals,
and any required fees pursuant to the City's
adopted Fee Schedule shall be paid at the
timeofappeal submittal. Pursuant to WAC
197-11-680.:appeals shall be limited to a
review of a final threshold determination.
