HDR is very familiar with the INFRA grant program and has assisted numerous clients in successful applications. In general,HDR has found that the following is required for a successful grant application: 1. A complete description of the project, its goals, its purpose and need, and how it will be implemented 2. A well-articulated plan to complete engineering and environmental documentation 3. A readable, complete narrative application 4. A benefit-cost analysis and demonstrating positive economic, environmental and social outcomes 5. Strong preference for the project, among the various projects in the state,by one or more Senators or Congressional Representatives, and from the Governor's office. HDR proposes to assist the City of Spokane Valley with the preparation of the application and the supplementary economic analyses. Scope of Work HDR will provide the City of Spokane Valley with the following tasks for assistance in developing the 2021 INFRA Grant Application. Task 1:Project Management and Administration Task 1.1 Project Kick-Off/Strategic Guidance HDR will provide the City of Spokane Valley with guidance on INFRA application development, schedule, criteria, and overall strategy to produce a successful INFRA 2021 Grant Application. This task will include conference calls to discuss various alternatives and options for the development of the application,as well as providing the City with intelligence gathered regarding the INFRA 2021 grant program. Assumptions: Weekly meetings • FYY Deliverables: • Notes from intelligence gathered as appropriate transmitted to the City via email and telephone calls. Task 1.2 Monthly Invoices Monthly Invoices for work completed will be submitted to the AGENCY.All backup infprmation such as time and expense records for the CONSULTANT be submitted with each invoice. Assumption(s): • There will be 1 invoice Deliverable(s): • Monthly Progress Reports,Invoices Task 2:Application Preparation HDR will lead the development of the INFRA 2021 Grant Application for the project.HDR will provide technical writing and review services to the City to assure that the grant application follows the INFRA 2021 grant criteria.HDR will also assist evaluating the selected project and developing the best possible content for each of the evaluation criteria described earlier in this proposal. HDR understands this application will be categorized as a large project (>$100M in total project cost,>$25M requested). HDR will coordinate all aspects of the grant application including all appendices such as letters of support, funding commitment letters, environmental studies, permit applications and benefit-cost analysis(among other requirements). Assumption(s): • City will submit the grant application on DDT's grants.gov site. Deliverable(s): • INFRA 2021 Grant Application. Task 3:Supplementary Benefit-Cost Analysis HDR will quantify public benefits expected to be derived from the project that demonstrates adherence with INFRA's economic vitality objective. As INFRA is a competitive grant program,a key challenge of any INFRA grant application will be to provide convincing evidence to USDOT of the merit of improvements in comparison to other investments being proposed by other applicants. Generally,we propose a five step process for the economic analyses undertaken for this project: Step 1:Define Baseline and Alternative Scenarios FYZ As with previous rounds,we expect the NOFA to require that project benefits be estimated relative to a no-build scenario that factors in less capital-intensive improvements than the project being considered. Under this step,HDR will work with the Port clarify the baseline condition and the possible alternatives for consideration. Step 2:Identify Public Benefit Categories This step formalizes the public benefit categories to be evaluated.Publit benefit categories will be mapped to long term outcomes.Possible categories include: • Reductions in Operations and/or Maintenance Costs for Existing Services(State of Good Repair) • Efficiency and Reliability of Movement of Goods(Economic Competitiveness) • Congestion Relief(Livability) • Environmental Effects(Sustainability) • Capacity Improvement(Economic Competitiveness) Included in this step is a strategy session by which the various components of the project will be discussed in order to fully define which elements should be included in the project scope in order to maximize probability of a grant award. Step 3:Develop and Code Benefit-Cost Model Logic For each of the benefit categories identified in Step 1 above, logic models will be developed that represent the methodology used to monetize each project benefit. The logic model will be populated with the most up to date information available.HDR will collect model inputs from a variety of sources including the City of Spokane Valley, USDOT guidance and other project documentation. Step 4:Produce Benefit-Cost Results, Test Sensitivity of Results against Key Variables In this step, key variables will be flagged for testing and the model will be re-run and results generated based on key material events—for example, delay in implementation, significantly lower than anticipated rail volumes, etc. Step 5:Issue Results In this step materials for inclusion in the INFRA grant application and in support of the findings described in the economics section of the applications are drafted.Typically a short document is drafted with key sections for input directly into the application document and a second short appendix is drafted that can be posted online and referenced in the text of the document. The appendix describes the evaluation approach, describe the data and assumptions used, and present the results and the sensitivity analysis conducted. DOCUMENTS REQUIRING THIRD-PARTY NOTIFICATION PRIOR TO PUBLIC DISCLOSURE This page has been inserted in place of the page(s) entitled "Budget" of a contract document which sets forth the rates charged by the contracting entity. Pursuant to the Washington Public Records Act (RCW 42.56), the City has determined that this record may be available for disclosure upon request for review by a third party. However, pursuant to RCW 42.56.520 and RCW 42.56.540, the City has determined it is appropriate to provide the contracting entity notification of any request for this record to allow them time to determine if they wish to seek to obtain a court order requiring the record to be withheld.
