This project is located within the South Barker Corridor Transportation Impact Fee Area and is subject to transportation impact fees pursuant to chapter 22.100 SVMC to provide for the project's proportionate Share of the cost of necessary facilities along the South Barker Corridor. Pursuant to SVMC 22.100.030 and 22.100.040, this project shall be required to pay impact fees in the amount set forth in the Master Fee Schedule in effect at the time of payment of the fee. The amount of fee and any credit, deferral, exemption, or independent calculation shall be determined pursuant to chapter 22.100 SVMC and the fees set forth in the Master Fee Schedule. Transportation impact fees shall be paid prior to issuance of applicable building permits for the project. 2. Prior to final subdivision application or the issuance of any Engineered Grading Permit for any land disturbing activities, the appli- cant shall submit an archeological survey, completed by a qualified professional to the Spokane Valley Community and Public Works Department. In addition to the report the developer shall submit evidence of the acceptance/concurrence with the findings In the report from the Department of Archaeology and Historic Preservation and the Spokane Tribe of Indians. 3. The owner/developer shall notify the Spokane Tribe of Indians (Tribe) 48 hours prior to any land disturbing activities to allow a Tribe representative to be present during the land disturbing activity due to the high potential for the discovery of cultural artifacts. A note shall be placed on the construction plan with instructions of notifi- cation to the Tribe at least 48 hours prior to the scheduled activity. The owner/developer shall document the notification and submit copy to Karen Kendall, with Spokane Valley Community and Public Works Department. Appeal: An appeal of this determination shall be submitted to the Community & Pub- lic Works Department within fourteen (14) calendar days after the date issued. The appeal must be written and specific factual objections made to the City's threshold determination. Appeals shall be conducted in conformance with SVMC 17.90 Appeals, and any required fees pursuant to the City's adopted Fee Schedule shall be paid at the time of appeal submittal. Pursuant to WAC 197-11-680, appeals shall be limited to a review of a final threshold determination.
