Dear County Commissioners and Sheriff Knezovich,
The Interlocal Agreement Among Spokane County, the Spokane County Sheriff and the City of
Spokane Valley Regarding Law Enforcement Services authorizes the dedicated position of
Spokane Valley Precinct Commander in the rank of Captain. Due to the retirement of the current
Precinct Commander, Matt Lyons, the City recently conducted interviews to select a replacement
for this position. The City selected Mike Kittilstved to fill this position. Currently Kittilstved
works as a top-step Sergeant but special unit pay, overtime, on-call pay, higher longevity pay,
and the ability to sell back compensations and vacation time are items that are currently available
to Sgt. Kittilstved but would be unavailable to a Captain. As a result, the rank of Captain would
result in a significant pay decrease. In order to keep Sgt. Kittilstved at a comparable salary, this
letter agreement authorizes Sgt. Kittilstved to be classified as an Inspector and include Special
Unit Pay for the Explosives Disposal Unit when he assumes the position of Spokane Valley
Precinct Commander on June 1, 2020. This authorization is a temporary adjustment to a
dedicated Spokane Valley position in the Interlocal Agreement for Law Enforcement Services as
provided by the Spokane County Sheriff's Office to the City of Spokane Valley (Law
Enforcement Agreement), executed September 5, 2017.
When Mike Kittelstved leaves the position of Precinct Commander, the position will return to
the rank of Captain.

WHEREAS, pursuant to the provisions of RCW 36.32.120(6), the Board of County
Commissioners of Spokane County, acting on behalf of Spokane County, has the care of County property
and the management of County funds and business;and
WHEREAS, pursuant to the provisions of RCW 36.28.010, the Spokane County Sheriff is the
Chief Law Enforcement Officer and Conservator of the Peace of Spokane County;and
WHEREAS, the City of Spokane Valley is a municipal corporation of the State of Washington;
and
WHEREAS, pursuant to the provisions of RCW 36.34 (Interlocal Cooperation Act), public
agencies may contract with each other to perform certain functions which each may legally perform;and
WHEREAS, the City of Spokane Valley desires to utilize the services of the Spokane County
Sheriff's Office to provide law enforcement services in the City of Spokane Valley; and
WHEREAS, Spokane County, the Spokane County Sheriff, and the City of Spokane Valley did
enter into an Interlocal Agreement for Law Enforcement Services as Provided by the Spokane County
Sheriff's Office to the City of Spokane Valley, under Spokane County Resolution No. 17-0752, dated
September 5, 2017, pursuant to which, under certain terms and conditions, they agreed that the City of
Spokane Valley will utilize the services of the Spokane County Sheriff for the purpose of law enforcement
services for a cost as further described in said Interlocal Agreement;and
WHEREAS, said Interlocal Agreement includes a Spokane Valley dedicated position of Spokane
Valley Precinct Commander set forth as the rank of Captain;and
WHEREAS, the City of Spokane Valley selected Mike Kittilstved to fill the dedicated position of
Spokane Valley Precinct Commander,commencing June 1,2020;and
WHEREAS, Spokane County,the Spokane County Sheriff, and the City of Spokane Valley wish to
amend said Interlocal Agreement to provide for a one-time agreement related to classification of the
dedicated position of Spokane Valley Precinct Commander as Inspector whose salary will include payment
of Special Unit Pay commencing June 1, 2020, and continuing until Mike Kittilstved leaves the dedicated
position of Spokane Valley Precinct Commander, at which time the dedicated position of Spokane Valley
Precinct Commander will return to the rank of Captain, under certain terms and conditions as further
described in said one-time agreement,attached hereto and incorporated herein.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Spokane
County, Washington, that the Chairman of the Board, or a majority of the Board, or the Spokane County
Sheriff, or the Spokane County Sheriffs designee be and is hereby authorized to execute said one-time
agreement, pursuant to which the dedicated position of Spokane Valley Precinct Commander will be
classified as Inspector whose salary will include payment of Special Unit Pay commencing June 1, 2020,
and continuing until Mike Kittilstved leaves the dedicated position of Spokane Valley Precinct Commander,
at which time the dedicated position of Spokane Valley Precinct Commander will return to the rank of
Captain, under certain terms and conditions as further described in said one-time agreement,attached hereto
and incorporated herein.

BACKGROUND:(Attach separate sheet(s) if necessary):This is an addendum to the Interlocal Agreement for Law
Enforcement Services as Provided by the Spokane County Sheriff's Office to the City of Spokane Valley, which
Interlocal Agreement was entered into under Spokane County Resolution No. 17-0752 with the approval by the Board of
County Commissioners on September 5, 2017,approval by Spokane County Sheriff Ozzie Knezovich on August 30,
2017,and approval by the City of Spokane Valley on August 10,2017. This addendum provides for a temporary
adjustment to a Spokane Valley dedicated position of Spokane Valley Precinct Commander which is set forth in the
Interlocal Agreement as the rank of Captain. This addendum authorizes that Mike Kittilstved,who was selected by the
City of Spokane Valley to fill the dedicated position of Precinct Commander,be classified as an Inspector and that his
salary include Special Unit Pay for the Explosives Disposal Unit, commencing June 1,2020,and continuing until Mike
Kittilstved leaves the position of Spokane Valley Precinct Commander,at which time the position of Spokane Valley
Precinct Commander will return to the rank of Captain.
FISCAL IMPACT:
Eleven thousand, two hundred and forty-three dollars and seventy-six cents ($11,243.76) per year.
REQUESTED BOARD ACTION: Approve and authorize the Spokane County Sheriff or the Spokane
County Sheriff's designee to sign at other than an open meeting.
