As part of this task, Fehr& Peers will collect new AM, PM, and midday traffic counts at the following intersections: 1. Pines Road/Indiana Avenue 2. Pines Road/ EB 1-90 Ramps 3. Pines Road/Mission Avenue The intersections above were selected based on input received from WSDOT that indicated that they were interested in how the improvements would interact with the closely spaced 1-90 ramp intersections and change the potential for queue spillbacks onto the 1-90 mainline. Project needs and performance metrics would be defined and documented using typical WSDOT ICE metrics. Task 2—Feasibility of Alternatives Fehr & Peers will work with DEA to evaluate the feasibility of the alternatives under consideration for the intersection. For the purposes of budgeting, the following alternatives are assumed. • No Action • Demand management (per the SRTC CMP process) • Rechannelization and add southbound right turn lane • Roundabout The feasibility analysis is anticipated to be at a high level and include planning level costs, a right-of-way footprint analysis (where the footprint of the potential alternative is overlaid on the adjacent properties), a high-level environmental review to determine if the project would disrupt any environmental resources, a context evaluation to determine if the project would fit in with the suburban nature of the area, and whether the design would minimize maintenance and maximize the useful lifetime of the design. The feasibility analysis will be a mix of quantitative and qualitative reviews of existing information, except for planning-level costs, which will be provided by the City of Spokane Valley or DEA, as appropriate. Task 3—Operational and Safety Performance Analysis Fehr & Peers will conduct a multimodal operational and safety analysis of all the alternatives under the following conditions, as prescribed by the WSDOT Design Manual: • AM, midday, and PM peak hour analysis 2 June 21, 2021 • 2021 and 2041 conditions The analysis will be conducted using SimTraffic to account for the interactions of the closely spaced intersections. However, SIDRA will also be used to evaluate the performance of the roundabout and determine if roundabout operations would need to be metered to prevent queue spillback into or from the eastbound 1-90 ramps. SIDRA will also be used to evaluate roundabout operations, but no simulation of roundabout operations is planned. To estimate 2041 conditions, the 2040 forecasts for the earlier Pines Road/Mission Avenue analysis will be updated to account for an additional year of growth and to correct for known coding issues in the SRTC model that have been identified through the Sullivan Road/Trent Avenue analysis. A safety analysis of the alternatives will also be conducted using WSDOT's Safety Analysis Guide and will apply predictive analysis methods to forecast future safety outcomes. Since there is no predictive method for multilane roundabouts, the signalized intersection results will be scaled using WSDOT's research on roundabout traffic safety outcomes. As part of the analysis, a qualitative analysis of multimodal safety and operations will be performed. This multimodal safety analysis will use the results of the new traffic counts to quantify and forecast future bicycle and pedestrian traffic through the intersections. Given the suburban nature of the study area, no multimodal congestion is anticipated, therefore, the operations analysis will focus on the potential comfort of bicycles and pedestrians traveling through the study intersections, using the latest research on levels of traffic stress. Crossings of Pines and Mission under the different alternatives will also be described.This work will be complemented by a field visit to the site. Task 4—Prepare Documentation The findings from the tasks above will be packaged into an ICE report. A draft report will be submitted to the City of Spokane Valley for review and comment, followed by an update and submittal to WSDOT for review and comment. After one round of WSDOT comments, this budget assumes and update and submittal for approval. Based on previous experience with WSDOT review, 20 hours of staff time are assumed for WSDOT review, which includes some refinements and updates to calculations to respond to comments. Fehr & Peers will promptly inform the City of Spokane Valley if the response to WSDOT's comments will require additional time/budget and either we will work with WSDOT to manage expectations or seek a budget amendment to fully address the comments. Schedule This scope of work can be completed within three months of receiving notice to proceed, however, the actual schedule is dependent on data and coordination with DEA and the City of Spokane Valley on Task 2 and WSDOT's review on Task 4. 3 June 21, 2021 Budget Our estimated budget by task is presented below. This project would be billed on a time-and- materials basis using our standard billing rates. The budget below represents a not-to-exceed amount. If we anticipate exceeding this budget, Fehr & Peers will alert City of Spokane Valley staff immediately and either modify the scope or amend the budget to address the additional efforts that were not anticipated in this scope/budget.
