Resolution 21-005 No Parking fire lane CITY OF SPOKANE VALLEY SPOKANE COUNTY,WASHINGTON RESOLUTION NO.21-005 A RESOLUTION OF IRE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON, ESTABLISHING A NO PARKING ZONE ALONG THE EAST SIDE OF CHERRY STREET NORTH OF MANSFIELD AVENUE. WHEREAS,the City has received a request from the Spokane Valley Fire Department to prohibit parking on one side of Cherry Street north of the intersection of Cherry Street and Mansfield Avenue to provide for the safe and timely maneuvering of fire apparatus on response calls; and WHEREAS,the City has adopted the International Fire Code(IFC), in which section D103.6.2 states that "Fire lane signs as specified in Section D103.6 shall be posted on one side of the fire apparatus access roads more than 26 feet wide and less than 32 feet wide." The City has performed a field review and determined that the majority of the segment is at or below 32 feet wide and meets the criteria of section D103.6.2 of the IFC; and WHEREAS, the Council has authority pursuant to WAC-308-330-270, after an engineering and traffic investigation by the traffic engineer to, among other traffic measures, prohibit, regulate, or limit stopping, standing, or parking of vehicles on any highway at all times or during such times as shall be directed by official traffic control devices. The City has performed a traffic engineering analysis and determined that it is appropriate and necessary to prohibit parking along one side of Cherry Street north of Mansfield Avenue to ensure adequate access by fire apparatus; and WHEREAS, adoption of this Resolution is necessary to preserve health, safety,and welfare of the general public. NOW THEREFORE,be it resolved by the City Council of the City of Spokane Valley, Spokane County, Washington, that the following No Parking zones shall be established from the effective date of this Resolution: No Parking—Fire Lane on the east side of Cherry Street from the intersection of Mansfield Avenue to 1400 feet north of the intersection. This Resolution shall be in full force and effect upon adoption. Adopted this 20th day of July, 2021.
