An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2) (c). The necessary mitigation measures are listed below. Prior to the issuance of any Engineered Grading Permit for any land disturbing activities, the applicant shall submit an archeological survey, completed by a qualified professional, to the Spokane Valley Community and Public Works Department. In addition to the report, the developer shall submit evidence of the acceptance/ concurrence with the findings in the report from the Department of Archaeology and Historic Preservation and the Spokane Tribe of Indians. Appeal: An appeal of this determination shall be submitted to the Community & Pub- lic Works Department within fourteen (14) calendar days after the date issued. The appeal must be written and specific factual objections made to the City's threshold determination.
