DEBI LABISH being first duly sworn on oath deposes and says that she is the OFFICE MANAGER of the Spokane Valley
News Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six
months prior to the date of publication hereinafter referred to, published in the English language continually as a weekly
newspaper in Spokane County, Washington, and it is now and during all of said time was printed in an office maintained at the
aforesaid place of publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the
Superior Court of the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it

ment. Pursuant to WAC 197-11-350, the
proposal has been conditioned to include
necessary mitigation measures to avoid,
minimize, or compensate for probable sig-
nificant impacts. An Environmental Impact
Statement (EIS) is not required under RCW L•
43.21C.030(2)(c). The necessary mitigation A "

Determination: This MDNS is issued
under WAC 197-11-340(2) and SVMC
21.20.080. The lead agency will not
act on this proposal for 14 days from
the date issued. Comments must be
received by 5:00 p.m. on September
3,2021.

Mitigation Measures:
1. Prior to final subdivision application or the
issuance of any Engineered Grading Permit
for any land disturbing activities, the appli-
cant shall submit a cultural resource survey,
completed by a qualified professional, to
the Spokane Valley Community and Public
Works Department. In addition to the
report the developer shall submit evidence
of the acceptance/concurrence with the
findings in the report from the Department
of Archaeology and Historic Preservation
and the Spokane Tribe of Indians.
Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with SVMC 17.90 Appeals,
and any required fees pursuant to the City's
adopted Fee Schedule shall be paid at the
time of appeal submittal. Pursuant to WAC
197-11-680, appeals shall be limited to a
review of a final threshold determination.
