DEBI LABISH being first duly sworn on oath deposes and says that she is the OFFICE MANAGER of the Spokane Valley
News Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six
months prior to the date of publication hereinafter referred to, published in the English language continually as a weekly
newspaper in Spokane County, Washington, and it is now and during all of said time was printed in an office maintained at the
aforesaid place of publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the
Superior Court of the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it
was published in regular issues commencing on the 27th day of August, 2021, and ending on the 3rd day of September, 2021,
all dates inclusive, and that such newspaper was regularly distributed to its subscribers during all of said period:

Notice Is Hereby Given that the Draft
Environmental Impact Statement (DEIS)
released for public review and comment
for the Painted Hills Planned Residential
Development (PRD) project (file numbers
PRD-2015-0001, SUB-2015-0001, EGR-
2016-0066, and FPD-2016-0007) will be the
subject of a public hearing where the public
may comment on the DEIS. All comments
received during the public hearing will be
reviewed and considered in preparation of
a Final Environmental Impact Statement.
Project Name: Painted Hills PRD
Applicant/Owners: Whipple Consulting
Engineers/Black Realty, Inc. and Northwest
Renovators Inc.
Proposal Description: A planned resi-
dential development with 300 single family
homes, 280 multifamily units and a neigh-
borhood commercial center.
Proposal Location: The project site is the
former Painted Hills Golf Course, bound by
Dishman-Mica Road, Thorpe Road, and
Madison Road. The 99-acre site is further
located in the SE 14 of Section 33, Township
25 North, Range 44 East, Willamette Merid-
ian, Spokane County, Washington.
Lead Agency: City of Spokane Valley
Availability of DEIS: The DEIS is available
for review on the City's website at www.spn-
kanevalley.org/paintedhillsdeis. The DEIS
is available for review in person at Spokane
Valley City Hall, 10210 E. Sprague Avenue.
Public Hearing: Due to the ongoing
COVID-19 emergency, an in -person public
hearing will not be scheduled. The City will
hold an online public hearing where oral
comments can be provided on the DEIS.
The City anticipates a considerable number
of cdmmentors and will limit the comment
time to 3 minutes per person. Comments
will be documented in the record.
