Property containing stormwater drainage facilities, which are part of the established roadway system, are also be considered as part of the county road upon incorporation under RCW 35.02.180; and WHEREAS,.Assessor's Parcels Nos. 45233.2003 and 45233.2013 should have been transferred at the incorporation of the City of Spokane Valley and were missed; and WHEREAS, Spokane County granted itself an easement for stormwater drainage and access over these parcels by Instrument No. 4687268 recorded February 7, 2002 in Spokane County; and WHEREAS, the City of Spokane Valley has requested that the easement be released; and WHEREAS,the County Engineer in reviewing the above recitals deems it to be in the best interest of the public that the hereinabove described property identified as Assessor's Parcels Nos. 45233.2003 and 45233.2013 be quit claimed to the City of Spokane Valley for road and drainage purposes and that the easement over these parcels be released. NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Spokane County, Washington, pursuant to the provisions of RCW 36.32.120(6) and RCW 35.02.180, as well as the recommendation of the County Engineer, that the above described property identified as Assessor's Parcels Nos.45233.2003 and 45233.2013 be quit claimed to the City of Spokane Valley for Road and Drainage Purposes and that the easement over these parcel 2 for stormwater drainage and access be released.
