DEBI LABISH being first duly sworn on oath deposes and says that she is the OFFICE MANAGER of the Spokane Valley
News Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six
months prior to the date of publication hereinafter referred to, published in the English language continually as a weekly
newspaper in Spokane County, Washington, and it is now and during all of said time was printed in an office maintained at the
aforesaid place of publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the
Superior Court of the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it

Lead Agency: City of Spokane Valley
The lead agency for this proposal has
determined that this project does not have
a probable significant adverse impact
on the environment. Pursuant to WAC
197-11-350(3), the proposal has been
conditioned to include necessary mitigation
measures to avoid, minimize, or compen-
sate for probable significant impacts. An
Environmental Impact Statement (EIS) is
not required under RCW 43.21C.030(2)
(c). The necessary mitikation measures
are listed below. This decision was made
after review of a completed environmental
checklist and other information on file with
the lead agency. This information is avail-
able to the public on request.
Determination: This MDNS is issued under
WAC 197-11-340(2). The lead agency will
not act on this proposal for 14 days from the
date issued. Comments must be received by
5:00 p.m. on February 25, 2022.

Mitigation Measure:
1. Prior to the issuance of any Engineered
Grading Permit for any land disturbing
activities, the applicant shall submit an
archeological survey, completed by a
qualified professional to the Spokane Valley
Community and Public Works Department.
In addition to the report, the developer
shall submit evidence of the acceptance/
concurrence with the findings in.the report
from the Department of Archaeology and
Historic Preservation and the Spokane
Tribe of Indians.
Appeal: An appeal of this determination
shall be submitted to the Community &
Public Works Department within fourteen
(14) calendar days after the date issued.
The appeal must be written, and spe-
cific factual objections made to the City's
threshold determination. Appeals shall be
conducted in conformance with Spokane
Valley Municipal Code (SVMC) 17.90 Ap-
peals, and any required fees pursuant to the
City's adopted Fee Schedule shall be paid
at the time of appeal submittal. Pursuant to
WAC 197-11-680, appeals shall be limited to
a review of a final threshold determination.
