PUBLIC NOTICE DEBI LABISH being first duly sworn on oath deposes and says that she is the OFFICE MANAGER of the Spokane Valley News Herald, a weekly newspaper. Section 2 formally adopts Spokane Valley Municipal Code Chapter 9.40, Parking Prohibitions. Section 3 speaks to severabllity, and Section provides for an effective date.
