The following is the title and summary of Ordinance No.22-012 passed by the Spokane Valley City Council
on the 28th day of June, 2022:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON
AMENDING CHAPTERS 17.80, 17.90, 17.105, 18.20, 24.20, AND 24.40 SPOKANE VALLEY
MUNICIPAL CODE; REPEALING AND REPLACING SPOKANE VALLEY MUNICIPAL CODE
APPENDIX B;AND OTHER MATTERS RELATING THERETO.
Section 1 states that the purpose of this ordinance is to amend chapter 17.80, 17.90, 17.105, 18.20, 24.20
and 24.40 of the Spokane Valley Municipal Code (SVMC) and to replace SVMC Appendix B in order to
provide for more clarity in the City's Hearing Examiner process. Section 2 amends the stated sections all
as noted within the text of the ordinance in order to provide more clarity, including but not limited to
clarifying the notice of public hearing, hearing procedures, scheduling of hearings, staff reports, and site
inspections. Section 3 amends the stated sections as noted within the text to provide more clarity, including
but not limited to clarifying appeals and jurisdictions, burden of proof, staff reports on appeals, site
inspections,and what shall be included in the hearing examiner's written appeal decision. Section 4 amends
SVMC 17.105 including clarifying the findings and purpose section, and the hearing examiner appeal and
decision procedures. Section 5 amends SVMC 18.20 for further clarity, including ex parte communications.
Section 6 amends SVMC 24.20 adds clarity to the purpose of provisions. Section 7 amends SVMC 24.40
including adoption of those specific parts of the Washington State Building Code. Section 8 repeals and
replaces SVMC Appendix B in its entirety, with a new Appendix B. Section 9 speaks to severability, and
Section 10 provides for an effective date. The full text of Ordinance 22-012 is available at the City of
