MEMORANDUM OF UNDERSTANDING BETWEEN
THE CITY OF SPOKANE VALLEY AND
CONSOLIDATED IRRIGATION DISTRICT NO.19
FOR THE RELOCATION OF AN OF EXISTING HYDRANT AND
MODIFICATIONS TO AN EXISTING WATER VAULT IN
CONJUNCTION WITH THE SPRAGUE AVENUE/BARKER ROAD
INTERSECTION IMPROVEMENT PROJECT, CIP NO. 0205
WHEREAS, the City of Spokane Valley (City) intends to construct the Sprague/Barker
Intersection Improvement Project CIP No. 0205 (Road Project) in 2022. The project will
reconstruct the existing 4 way stop controlled intersection with a single lane roundabout; and
WHEREAS, Consolidated Irrigation District 19 (District 19) is operating waterlines within
the existing rights-of-way on Sprague Avenue and Barker Road; and
WHEREAS, the proposed footprint of the proposed intersection requires that a hydrant be
relocated, a water vault with an above-ground vent be modified, and a traffic rated lid for a water
vault be furnished; and
WHEREAS,the City and District 19 desire to enter into this Memorandum of Understanding
(MOU)to establish the mutually agreed terms to accomplish the tasks set forth herein.
WHEREAS, it is mutually understood that this MOU will not supersede any existing
agreements the City and District 19 have in existence.
NOW,THEREFORE,the City and District 19 do hereby agree as follows:
ARTICLE 1—RESPONSIBILITIES OF THE CITY
1.1 The City shall designate a"responsible person"who shall represent the City's interest during
the design and construction of the Road Project and shall coordinate any modifications or
changes needed by the City in conjunction with the work.
1.2 Plans and specifications for the Road Project are being prepared by the City, and the City
intends to construct the Road Project in 2022. The City will enter into a contract with a
qualified contractor to perform the work in the plans and specifications.
1.3 The City shall identify which facilities require relocation and modification by District 19.
1.4 The City shall have an authorized representative stake the right-of-way and the back of
sidewalk to assist District 19 with the relocations.

1.5 The City's contractor shall adjust the water vault to the existing grate with a traffic rated lid
furnished by District 19.
ARTICLE 2—RESPONSIBILITIES OF CONSOLIDATED IRRIGATION DISTRICT 19
2.1 District 19 shall designate a "responsible person" who shall represent the District's interest
during the design and construction of the Road Project,and shall coordinate any modifications
or changes needed by the District in conjunction with the work.
2.2 District 19 shall be responsible for the following work:
A.Relocating the hydrant at the southwest corner of the intersection behind the proposed back
of walk.
B. Modifying the existing vault at the southwest corner to endure all above-ground
appurtenances can be placed within the vault, ensuring the vault can be adjusted to proposed
elevations by the City's contractor,and furnishing a traffic rated lid to City's contractor.
C. All work must be completed prior to June 21, 2022.
ARTICLE 3—ALLOCATION OF COSTS
3.1 The City shall reimburse District 19 time and materials cost to relocate the hydrant,modify the
existing vault, and install a traffic rated lid for the existing vault up to $ 5,350.
3.2 District 19 shall invoice the City following the work. The invoice shall include tabulations of
all quantities,equipment, and labor hours for work done.
3.3 Upon receipt of an invoice from District 19, the City shall immediately review each invoice
and shall bring to District 19's attention any amount on an invoice that is unclear or
questionable. The City shall pay District 19 all unquestioned amounts within 30 days of the
receipt of the invoice.
