May 26, 2022
I. Planning Commission Chairman Robert McKinley called the meeting to order at 6:00 p.m.
The meeting was held in person and via ZOOM meetings.
II. The Commissioners, staff, and audience stood for the Pledge Of Allegiance
III. Planning Commission Secretary Marianne Lemons took attendance, and the following
members and staff were present:

There was consensus from the Planning Commission to excuse Commission Miller &
Commissioner Beaulac.
IV. AGENDA: Commissioner Granrath moved to approve the May 26, 2022 agenda as
presented. There was no discussion. The vote on the motion was five in favor, zero against
and the motion passed.
V. MINUTES: Commissioner Haneke moved to approve the May 12, 2022 amended minutes as
presented. There was no discussion. The vote on the motion was five in favor, zero against
and the motion passed.
VI. COMMISSION REPORTS: Commissioner Delucchi reported that she attended the City
Council Meeting. She encouraged the other members of the Planning Commission to attend
the meetings.
VII. ADMINISTRATIVE REPORT: Senior Planner Chaz Bates reported that the City Council
approved the Comprehensive Plan Amendments as recommended by the Planning
Commission. He also reported that the June 9, 2022 Planning Commission meeting has been
cancelled.
VIII. PUBLIC COMMENT: There was no public comment.
IX. COMMISSION BUSINESS:

a. Findings of Fact: CTA-2022-0001— Community Services Regulations
Senior Planner Bates presented the Findings Of Fact for CTA-2022-0001 regarding the
Community Services Regulations. He explained that CTA-2022-0001 was a city -initiated
code text amendment to adopt permanent regulations to address transitional housing,
permanent supportive housing, emergency housing, emergency shelters, and transitional
parking. He explained that the proposed regulations would formalize the zones where such
uses are allowed pursuant to HB 1220, identify the permit processing procedures and
definitions. He stated that two study sessions were held on April 14, 2022 & April 28, 2022
and a public hearing was held on May 12, 2022. The Planning Commission voted five to
zero to recommend approval of the code text amendment. He explained that the Findings of
Fact would formalize those findings and the Planning Commission vote on the matter so that
the matter can be forwarded to the City Council for consideration.
Commissioner Robinson moved to approve the Findings Of Fact for CTA-2022-0001
regarding Community Services Regulations. Chairman McKinley & Commissioner Granrath
stated that they would be abstaining from the vote because they were not in attendance at the
meeting. There was no discussion. The vote on the motion was three in favor, two abstentions
and the motion passed.
X. GOOD OF THE ORDER: Commissioner Delucchi expressed concern about the school
shooting in Texas and stated that she would like to see a more "trauma informed
community." She stated that if anyone would be interested in forming this type of
community to let her know.
Commissioner Granrath encouraged people to remember the people who lost their lives while
serving in the Armed Forces while celebrating the Memorial holiday weekend.
Commissioner Robinson reported that her local church partnered with Broadway Elementary
and hosted a "thank you" breakfast for the teachers.
Chairman McKinley encouraged people to attend the ceremonies being held throughout the
area over the Memorial weekend to honor those who were lost. He also mentioned that there
would be a Civil War reenactment held over the weekend as well.
XI. ADJOURNMENT: Commissioner Haneke moved to adjourn the meeting at 6:20 p.m. The
vote on the motion was five in favor, zero against and the motion passed.
