DEBI LABISH being first duly sworn on oath deposes and says that she is the
OFFICE MANAGER of the Spokane Valley News Herald, a weekly newspa-
per. That said newspaper is a legal newspaper and it is now and has been for
more than six months prior to the date of publication hereinafter referred to,
published in the English language continually as a weekly newspaper in Spo-
kane County, Washington, and it is now and during all of said time was printed
in an office maintained at the aforesaid place of publication of said newspaper,
which said newspaper had been approved as a legal newspaper by order of the
Superior Court of the State of Washington in and for Spokane County. That the
following is a true copy of a Legal Notice as it was published in regular issues

Proposal Description: City initiated code
text amendment to increase the parking
requirement for multifamily residential up
to two spaces per unit, allow one space per
unit for each unit at or below 80 percent AMI,
and clarify that garage spaces, enclosed'
spaces, or spaces that require a fee shall
not be counted toward meeting the require-
ment, and other matters related thereto.
Proposal Location: Affects all zones than
allow Multifamily residential land uses which
include the MFR, MU, CMU zones citywide.

Determination: Pursuant to Title 21 (Envi-
ronmental Controls) of the Spokane Valley
Municipal Code (SVMC), the lead agency'
has determined that this proposal does not
have a probable significant adverse impact
on the environment. An Environmental Ira -
pact Statement (EIS) is not required under.
RCW 43.210.030(2)(c). This decision was
made after review of the completed envi-
ronmental checklist, the application, SVMC
Titles 19, 21 and 22, and comments from the
public and affected agencies. This informa
tion is available to the public on request.
This DNS is issued under WAC 197-11
340(2); the lead agency will not act on this
proposal for 14 days from the date issued.
Comments must be received by 5:00 p.rn.
on August 19, 2022.

Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within' fourteen (14)
calendar days after the date issued. The
appeal must be written, and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with SVMC 17.90 Appeals,)
and any required fees pursuantto the City's
adopted Fee Schedule shall be paid at the
time of appeal submittal. Pursuant to WAC
197-11-680, appeals shall be limited to a
review of a final threshold determination.
