21-116.02 AHBL: Balfour Park Improvements CONTRACT AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF SPOKANE VALLEY AND AHBL,Inc. Spokane Valley Contract#21-116.02 For good and valuable consideration,the legal sufficiency of which is hereby acknowledged, City and the Consultant mutually agree as follows: 1.Purpose: This Amendment is for the Contract for design of Balfour Park Improvements by and between the Parties,executed by the Parties on August 2,2021,and which terminates on December 31,2023. The Scope of Work, (Exhibit A) of the Original Contract, is hereby amended to include the following additional tasks and/or services: Consultant shall provide redesign efforts of Phase 1 construction documents for the Balfour Park project along with bidding and construction support services per attached Exhibit A.02 2 EXHIBIT A.02 City of Spokane Valley—Balfour Park 21-116 Amendment 02 AHBL No. 2210203 August 10, 2022 Amendment 02 Balfour Park Improvements Phase 1 Value Engineering, Bid Administration, and Construction Support Services Scope of Work and Fee Proposal Thank you for the opportunity to submit this proposal for Amendments to Contract Agreement 21-116 for a value engineering focused redesign of Phase 1, bidding administration to rebid Phase 1, and construction support services (CSS)for the Balfour Park Improvements project in Spokane Valley. City of Spokane Valley (COSV) has requested that the AHBL team complete limited redesign efforts in the Phase 1 area of the park identified in the February 2022 bid documents to meet project construction budgets. The project will then rebid in the winter of 2022 with an anticipated construction start in spring of 2023. Redesign is expected to include an owner-furnished, contractor-installed restroom and support building, in addition to other value engineering revisions to the plans and specifications discussed with COSV on July 18, 2022. Bidding services are expected to be similar to early 2022's bid and the CSS are expected to be limited for civil and landscape because COSV will handle the bulk of construction administration for the park. Mechanical and electrical engineering are expected to have similar limited construction services. AHBL has engaged our team member, MW Engineers, to provide updated MEP plans for the bathroom/support building, revise their Phase 1 park plans, and provide a new bidding and construction administration budget for the reduced scope of work expected in Phase 1. This scope of work will be billed to new Task 7-Phase 1 Redesign, Task 8-Phase 1 Bid Administration, and Task 9-Phase 1 Construction Support Services of the signed Contract Agreement 21-116. Task 7- Phase 1 Redesign To meet a desired total construction budget of$3.5 million, the Phase 1 design will be adjusted and minor value engineering redesign performed. The project is anticipated to rebid in fall of 2022 for 2023 construction. The following scope of services will be performed in this task. 7.1. Perform value engineering redesign of the following items: • Provide smaller landscape boulders; reuse existing boulder from Library. • Provide more irrigation pump supplier options and revise irrigation layout and equipment based on current understanding of material availability and cost. • Currently, CMU on seat walls matches building CMU; look to change with Restroom. o Spec off the shelf furniture? If so,Valley will provide OFCI. o Cast in place? Need to check cost comparisons w/simple conc. forms. • Remain OFCI on playground equipment. • Spec different trees near bathroom to reduce costs and eliminate soil cell needs. • Replace Grasspave with concrete strips for plaza vehicle access. • Review tree size and species specs throughout site for current availability and pricing. • Reduce site conduits. o Evaluate overall future lighting/comm/wi-fi/camera and power needs. o Include sleeves under main hardscapes. q''H11B!'L I Page I 1 City of Spokane Valley—Balfour Park 21-116 Amendment 02 AHBL No. 2210203 August 10, 2022 • Reduce food truck outlets. o Currently post for 14 plugged-in trucks. Near amphitheater pushed to future phase, other trees should be donated or through ongoing parks' forestation efforts. o May be able to get small trees from SCD that can be used in the future. • Review limits of the unfinished meadow areas for future phases. o Compare costs on non-irrigated erosion control mix meadow vs. CTSC. • Review some sod areas as a bid alternate 7.2. Revise Phase 1 civil and landscape park plans, specifications, and estimates to show temporary conditions, base bid, and bid alternate work. 7.3. Coordinate with MEP and consolidate and package all narratives, exhibits, specifications, and sheets for architecture and MEP related items. 7.4. Prepare draft bid documents, specifications, Engineer's Estimate and Bid Item List for review with COSV. 7.5. Revise documents based on COSV comments and prepare final bid documents. Task 8 -Phase 1 Bid Administration Assumptions: • Request for Information (RFI) related to the restroom structure will be coordinated with the manufacturer by COSV. 8.1. Attend one pre-bid meeting. 8.2. Prepare bid addenda narratives for civil, landscape, and MEP items for two addendum publications. 8.3. Coordinate RFI with MEP, consolidate and package all narratives, exhibits, specifications, and sheets for architecture and MEP related items. 8.4. Prepare updated bid items lists and cost estimates based on addenda items. 8.5. Attend one bid opening meeting. 8.6. Evaluate unit bid prices and discuss bidding with contractors and the COSV team. Task 9 - Phase 1 Construction Support Services 9.1. Prepare a conformed set of bid documents and bidding clarifications and addenda. Assist COSV with answering contractor questions for clarification, and assist in the preparation of clarification drawings, as necessary. 9.3. Review civil and landscape related product submittals and shop drawings, and report findings to COSV. 9.4. Attend one construction kickoff meeting. 9.5. This task allows for a total of six landscape related site visits: • Four site inspections (including site observations with report)during construction to ensure the intent of the design is being met at major milestones, including hardscape layout, planting material inspection and layout, mainline pressure test, and irrigation coverage test. • Two site visits post construction (one punchlist visit and one follow-up/back-punch visit). 9.6. Review contractor-furnished record drawings at the end of construction and prepare as-built plans.
