Sprague Ave., 2 " Floor Conference Room Thursday, January 12, 2006 Mayor Wilhite called the meeting to order at 6:05 p.m., and welcomed everyone to the special meeting City Staff: Nina Regor, Deputy City Manager Cary Driskell, Deputy City Attorney Greg McCormick, Planning Manager Scott Kuhta, Senior Planner Greg "Bing" Bingaman, IT Specialist Chris Bainbridge, City Clerk Others: 2 citizens; Peter Barnes, Spokesman Review ROLL CALL: City Clerk Bainbridge called roll; all Councilmembers were present. COMPREHENSIVE PLAN DELIBERATION: Council began deliberation on page 39 with Goal LUG -11. Council discussed some goals and policies and did not discuss others where they had no comments or suggested changes. Even after lengthy discussion, Council chose not to make any changes to several goals and policies, and therefore, only those goals and policies with recommended changes are noted below. Council discussion of the Land Use Map is scheduled for Council's Tuesday, January 17, 2006 study session. There was council consensus for the following changes: LUP 11.4: Modify as follows: "Retail outlets shall be allowed for industrial businesses that manufacture and assemble products on- site." It was decided that Deputy City Attorney Driskell and Planning Manager McCormick would research the "assembly" issue further. LUP -12.2: Modify as follows: "Light industry areas shall include lighting, sidewalks, bike lanes and landscaping to provide a safe and attractive working environment." Added policy: LUP 12.3: Retail outlets shall be allowed for industrial businesses that manufacture and assemble products on -site. LUG 14 [Note: numbering sequence has error after LUP 14.2 — missing LUP 14.3 and LUP 14.4; it was also suggested to switch LUP 14.2 with LUP 14.5 so that the regulations are listed first, followed by the designated aesthetic corridors.] LUP 14.2.... Aesthetic corridors shall be located along the following routes: • State Route 27: change to read as follows: The following sections of State Route 27: (a) SR 27 from 16 Avenue South; (b) SR 27 from Mansfield to Trent • Appleway Boulevard (south side from Park to Dishman Mica) [ok as written] • Mirabeau Parkway, Pines to Indiana • Dishman Mica Road from 8 Avenue, south to City Limits [ok as is] • 32 11 Avenue within City Limits [added] Council Meeting: 01 -12 -06 Page 1 of 2 Approved by Council: 01 -24 -06 • Appleway from Barker to Hodges {added] • Indiana from SR27 to Flora Road: discussion will resume on this route at the next meeting (3 councilmembers wanted to leave this in; 3 councilmembers wanted to strike this route; and Mayor Wilhite wanted to take another drive to the area in question before she decided.) LUP 14.6: Delete LUP 14.8 Re -word as: "Establish a cap and replace system for billboards." LUG 16: Modify as follows: "Provide for a well - conned street system that connects neighborhoods LUP 16.1: Keep first sentence, delete second: Encourage new developments, including multifamily projects, to be arranged in a pattern of connecting streets and blocks to allow people to get around easily by foot, bicycle, bus or car. LUP 16.3: Modify as follows: "Require adequate emergency evacuation routes prior to approving new development or re- development." Council concurred to accept the Office Goals & Policies LUG -8 revisions memorandum dated 12/13/05, with the noted change of adding the previously approved verbiage "area lighting" after the word "landscaping" to LUP 8.2. In preparation for future meetings, Councilmember Denenny asked that as councilmembers review the maps, to specifically consider the land use designations as they extend from the intersections.
