BY SPOKANE VALLEY CITY COUNCIL
The following is the title and summary of Ordinance No.22-016 passed by the Spokane Valley City Council
on the 20"day of September, 2022:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON,
ADOPTING CHAPTER 3.21 OF THE SPOKANE VALLEY MUNICIPAL CODE TO ESTABLISH A
TOURISM PROMOTION AREA,AND OTHER MATTERS RELATING THERETO.
Section 1 establishes a Tourism Promotion Area to be known as the Spokane Valley Tourism Promotion
Area. Section 2 states that reference to definitions for chapter 3.21 shall be the same as those in chapter
35.101. Section 3 includes the imposition of a lodging charge on furnishing of lodging by lodging
businesses located within the Tourism Promotion Area,of$2.00 per night. Section 4 states that the lodging
charge shall not apply to temporary medical housing exempt pursuant to RCW 82.08.997. Section 5
describes the uses and purposes of lodging charge revenue. Section 6 addresses collection and
administration by the Washington State Department of Revenue and State Treasurer. Section 7 establishes
the Hotel/Motel Tourism Promotion Area Commission, and discusses its role and composition. Section 8
states that the Hotel/Motel Tourism Promotion Area Commission shall develop a recommended annual
work plan/budget for use of Spokane Valley TPA revenues,and that the Commission shall provide a written
report to the City Council at least 45 days prior to when the annual work plan/budget is due,as well as what
information such report shall include. Section 9 states that the City may contract with a tourism destination
marketing organization to administer the operation of the tourism promotion area. Section 10 addresses
severability; and Section 11 provides an effective date.The full text of Ordinance 22-016 is available at the
