JENNETT MEYER being first duly sworn on oath deposes and says that she is
the BOOKKEEPER of the Spokane Valley News Herald, a weekly newspaper.
That said newspaper is a legal newspaper and it is now and has been for more
than six months prior to the date of publication hereinafter referred to, published

Intersection Improvement Project
Proposal Description: Eliminate the split -
phase signal timing for traffic on Mission
Avenue and reconfigure the signal opera-
tions at the intersection. The project will add
a right -turn lane from SB Pines to Mission,
add dual left -turn lanes from EB Mission to
Pines and change thru/left on WB Mission
to a' dedicated left -turn lane. Stormwater
improvements will be provided that include
new bio retention swales, removal/replace-
ment of failed drywells in the same location
and new catch basins and connecting pipes
will be added.
Proposal Location: The intersection of Pines
Road and Mission Avenue, located in the SE
y4 of Section 9, Township 25 North, Range
44 East, Willamette Meridian, Spokane
County, Washington.

The lead agency for this proposal has
determined that this project does not have
a probable significant adverse impact on
the environment. An Environmental impact
Statement (EIS) is not required under RCW
43.21C.030(2)(c). This decision was made
after review of a completed environmental
checklist and other information on file with
the lead agency.', This information is avail-
able to the public on request.
Determination: This DNS is issued under
WAC 197-11-340(2). The lead agency will
not act on this proposal for 14 days from the
date issued. Comments must be received by
5:00 p.m. on November 4, 2022.

Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued, The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal Pursuant -to WAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
