22-122.02 Transportation Solutions: Traffic Impact Analysis CONTRACT AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF
SPOKANE VALLEY AND TRANSPORTATION SOLUTIONS, INC. (TSI)
Spokane Valley Contract# 22-122.02
For good and valuable consideration, the legal sufficiency of which is hereby acknowledged, City and the
Consultant mutually agree as follows:
1. Purpose: This Amendment is for the Contract for expert services involving the City's appeal of the
development approval,and MDNS issued by the City of Liberty Lake related to LUA 2022-0004 and BSP
2022-0004,by and between the Parties, executed by the Parties on July 11,2022,and which terminates on
August 31, 2022. Said contract shall be referred to as the "Original Contract" and its terms are hereby
incorporated by reference. Total compensation under the Original Contract is not to exceed$24,000.00.
2. Original Contract Provisions:The Parties agree to continue to abide by those terms and conditions of the
Original Contract and any amendments thereto which are not specifically modified by this Amendment.
3. Amendment Provisions: This Amendment is subject to the following amended provisions, which are
either as follows,or attached hereto as Appendix"A". All such amended provisions are hereby incorporated
by reference herein and shall control over any conflicting provisions of the Original Contract, including
any previous amendments thereto.
Pursuant to section#2 entitled"Term of Contract"in the Original Contract,the deadline for completion is
extended to March 15,2023. Section#2 entitled"Compensation"is amended to increase the maximum
amount paid under this Agreement by$12,000 as described in section#4 of this Amendment. The Scope
of Services,Exhibit A,is modified as follows to include the following additional services:
Review,consultation, and if requested,written analysis of any trip generation and distribution letter,
traffic impact analysis or related study, and proposed mitigation,if any,provided by the Applicant or City
of Liberty Lake pertaining to the remand of the Neighborly Ventures BSP 2022-0004 and LUA 2022-
0004, and resulting threshold determination.
Review, consultation, and if requested,written analysis of any trip generation and distribution letter,
traffic impact analysis or related study and proposed mitigation,if any,provided by the Applicant or City
of Liberty Lake pertaining to the Country Vista Drive Binding Site Plan proposal number LUA 2022-
0028, and resulting threshold determination.
4. Compensation Amendment History: This is Amendment #2 of the Original Contract. The history of
amendments to the compensation on the Original Contract and all amendments is as follows:
