Environmental Determination: The Plan- ning Division has reviewed the proposal and has determined that the project is categorically exempt pursuant to WAC 197- 11-800 and City of Spokane Valley Munici- pal Code (SVMC) Title 21 {Environmental Controls) from environmental review under the provisions of the State Environmental Policy Act (SEPA).
