JENNETT MEYER being first duly sworn on oath deposes and says that she is
the BOOKKEEPER of the Spokane Valley News Herald, a weekly newspaper.
That said newspaper is a legal newspaper and it is now and has been for more
than six months prior to the date of publication hereinafter referred to, published
in the English language continually as a weekly newspaper in Spokane County,
Washington, and it is now and during all of said time was printed in an office
maintained at the aforesaid place of publication of said newspaper, which said
newspaper had been approved as a legal newspaper by order of the Superior
Court of the State of Washington in and for Spokane County. That the following

Proposal Description: City initiated code
text amendment to revise chapter 19.30
SVMC as it relates to privately initiated
site -specific Comprehensive Plan land use
map amendments and privately initiated
site -specific zoning map amendments. The
proposed regulation will identify additional
criteria that shall be considered when re-
viewing the proposed map amendments.
Proposal Location: Affects all properties
city-wide.

Lead Agency: City of Spokane Valley
Determination: Pursuant to Title 21
(Environmental Controls) of the Spokane
Valley Municipal Code (SVMC), the lead
agency has determined that this proposal
does not have a probable significant ad-
verse impact on the environment. An
Environmental Impact Statement (EIS) is
not required under RCW 43.21C.030(2)
(c). This decision was made after review
of the completed environmental checklist,
the application, SVMC Titles 19, 21 and 22,
and comments from the public and affected
agencies, This information is available to
the public on request.
This DNS is issued under WAC 197-11-
340(2); the lead agency will not act on this
proposal for 14 days from the date Issued.
Comments must be received by 5:00 p.m.
on December 2, 2022.

Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written, and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with SVMC 17.90 Appeals,
and any required fees pursuant to the City's
adopted Fee Schedule shall be paid at the
time of appeal submittal. Pursuant to WAC
197-11-680, appeals shall be limited to a
review of a final threshold determination
