(HDR), proposes to support the City of Spokane Valley (the City) in the development of a RAISE discretionary grant application for the Sullivan Road/Trent Avenue Interchange Project (the Project). Scope of Work HDR will provide the City with the following assistance in developing its FY 2023 RAISE grant application: Task 1. Project Management HDR's project manager (PM)will control the progress and execution of the project on the consultant's side, keeping track of the project's scope, quality, timeline, and budget. Assisted by accounting personnel, the PM will create an invoice at the end of the project. Task 2. RAISE Grant Application Preparation TASK 2A. PROJECT KICK-OFF/STRATEGIC GUIDANCE HDR will supplement City staff with strategies for maximizing application competitiveness for RAISE grant guidelines and application review. This task will include conference calls to discuss project alternatives, as well as providing the City with any intelligence HDR receives regarding this program. HDR will use the project kick-off call as an opportunity to present our initial methodological approach and detailed work plan. The kick-off call will also be used as an opportunity to obtain any relevant existing documentation related to the project. Deliverables: Virtual project kick-off call; Intelligence gathered as appropriate transmitted to the City via email and telephone calls. hdrinc.com Loy TASK 2B. NARRATIVE PREPARATION HDR will assist the City in the preparation of the grant application narrative. HDR will provide technical writing and review services, and the preparation of select graphics to the City to enable the grant application to achieve its best possible fit to the RAISE grant criteria. HDR will also assist in evaluating the selected Project and developing the best possible content for each of the key Project objectives. The City will be responsible for the actual submittal of the grant application on the grants.gov site. HDR will initially develop written content in MS Word followed by select graphics for inclusion as the application narrative progresses. The application narrative will follow DOTS's recommended outline and approach for describing the project, its costs, funding, merit criteria, and other factors. HDR will design the application narrative to be easily accessible and emphasize the Project's strengths with key themes throughout the application narrative. HDR assumes the City will be responsible for the submission of other forms (SF 424 among others) as per requirements of the program. The City will provide necessary documentation detailing the project scope, budget, schedule, and likely impacts on transportation in the region. Deliverables: Completed RAISE grant application. Task 3. Benefit-Cost Analysis HDR will quantify public benefits expected to be derived from the project and measure them against the project's full costs, summarizing its cost-effectiveness with a benefit-cost ratio and an estimate of net benefit that would arise from it. A key challenge of RAISE grant applications will be to provide compelling evidence to U.S. Department of Transportation (USDOT) of the merit of the project and its quantitative benefits in comparison to other projects being proposed by other applicants. Generally, we propose a five-step process for the economic analyses undertaken for this project: Step 1: Define Baseline and Alternative Scenarios The NOFO requires that project benefits are estimated relative to a no-build scenario that factors in less capital-intensive improvements than the project being considered, if any. Under this step, HDR will work with the City to clarify the baseline condition and the possible alternatives for consideration. Step 2: Identify Public Benefit Categories Included in this step is a strategy session by which the various components of the project will be discussed in order to fully define which elements should be included in the project scope in order to maximize probability of a grant award. 3 y FY Step 3: Develop Benefit-Cost Model For each of the benefit categories identified above, logic models will be developed that represent the methodology used to monetize each project benefit. The logic model will be populated with the most up-to-date information available. HDR will collect model inputs from a variety of sources including City, USDOT Benefit-Cost Analysis (BCA) guidance, and other project documentation. Step 4: Produce Benefit-Cost Results, Test Sensitivity of Results against Key Variables In this step, key variables will be flagged for testing and the model will be re-run and results generated based on key material events. Step 5: Issue Results In this step, materials for inclusion in the RAISE grant application are drafted. Typically, a short document is drafted with key sections for input directly into the application document and a second short appendix is drafted that can referenced in the text of the document. The appendix describes the evaluation approach, describes the data and assumptions used, and presents the results and the sensitivity analysis conducted. Deliverables: Completed BCA and technical appendix. Budget Based on the tasks described in this proposal, HDR proposes a fee not to exceed $50,000 for this engagement. The following hourly rates would apply: Resource Name Role Hourly Rate Fred Kramer Project Manager, Principal Economist $306.0 Suzi Martin Narrative Development $126.0 Jordan Kafka Senior Economist $123.0 Mitchell Kingston Economist $87.0 Stanley Wu QA/QC $99.0 Ethel Cabanilla Project Accountant $123.0 Any additional staff identified outside this rate table will be added using Actual DL rate x 3.00 multiplier. Billing rates effective through December 31,2023. l Schedule HDR will complete the tasks described in this proposal no later than one week prior to the RAISE grant application submission deadline. A more detailed schedule will be prepared and discussed at the kick-off meeting. Applications are due February 28, 2023. Confidentiality HDR staff assigned to this project will maintain confidentiality with the City on this project, including all materials, information, and work products developed. We very much appreciate this opportunity to assist the City with this critical project. Please direct any questions or concerns related to this proposal to HDR's Project Manager Fred Kramer at (403)404-4022.
