This agreement will be for ap- proximately two years in duration with the option for the City to extend it for additional time and money if necessary. Consultants will be`considered for the following project. The City reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. ' Project Description: The work to be per- formed by the CONSULTANT consists of preparing final design for the improvements to the Sullivan Road/SR 290 Interchange. The City has conducted an alternative evaluation and has selected a preferred in- terchange configuration that will replace the existing signalized diamond interchange. The proposed improvements include re- placing two bridges over the BNSF railway and SR 290, constructing a roundabout, on and off ramp improvements, stormwater improvements and pedestrian facilities. The design will include working closely with the City, Burlington Northem Santa Fe Railway Company (BNSF), and Washington State Department of Transportation (WSDOT) staff through the design process. This project has 16% DBE goal. Final design services include: 1) Additional Surveying (if needed) 2) Traffic analysis 3) Preliminary design 4) Environmental documentation and preparation of permit applications 5) Pavemen , roundabout, bridge, struc- tural, street lighting, and stormwater design 6) G_ eotechnical recommendations.-. 7) Preparation of plans, specifica- tions, and estimates for construction bid documents 8) Accessibility design and analysis 9) Constructability analysis 10) Risk assessment 11) Determination of R/W needs and RNJ plan preparation. 12) R/W negotiations and RAN acquisitions. 13) Bid support The City reserves the right to retain the services of the successful firm for any subsequent phases (CN) associated with this project.
