It has been determined that the SEPA Checklist was not complete or correct. Before further review, the following is a list of items to be completed. 1. The SEPA checklist needs to be filled out properly with all information included. If the applicant is unsure of information, he/she shall inquire about the information (i.e. City of Spokane Valley, Department of Health, Spokane County Sewer Department, etc.). The following sections need to be addressed in the SEPA checklist: Section A: 7a, 8, 10, 11, 12, 13; Section B: lb, lc, lg, lh, 2a, 6b(1-3), 6c(1), 6d, 4a, 4d, 5a, 6c, 7b(1-2), 8a, 8h-i, 9a, 10c, l lc, 12a, 14a-d, 14f-g, 15a, 16a. 2. Any work within the City's right-of-way will require a permit. 3. A Professional Engineer, licensed in the State of Washington, shall submit final drainage plans and a drainage report including calculations that conform to the 2001 Edition of the Spokane County Standards for Road and Sewer Construction, the 1998 Spokane County Guidelines for Stormwater Management (both adopted by the City of Spokane Valley), and all other Federal, State and Local regulations. Include in the report existing drainage patterns for Trent Avenue and any mitigation that has taken place to separate public and private stormwater drainage flows. Also include any future plans for expansion and treatment capabilities and needs. 4. Erosion Control: A Temporary Erosion and Sedimentations Control (TESC) plan, prepared by a Washington State licensed Professional Engineer, shall be implemented throughout the duration of construction. The TESC plan is to be prepared using best management practices (BMP's) currently accepted within the Civil Engineering profession. The TESC plan is to follow Spokane Valley guidelines as found in the 2001 Edition of the Spokane County Standards for Road and Sewer Construction, the 1998 Spokane County Guidelines for Stormwater Management Spokane County and all other Federal, State or Local regulations. The TESC structures (such as silt ponds, silt traps) are to be installed prior to other site work and the TESC measures are to be implemented and maintained throughout the duration of construction. Any part of the drainage system that lies outside of the public right-of-way will neither be maintained nor operated by Spokane Valley forces. Prior to plan acceptance by the City Engineer, the Sponsor shall provide a mechanism for the perpetual maintenance of the stormwater drainage system. This mechanism shall also provide for the funding of routine maintenance and the replacement of the various components of the drainage system at the end of the service life of the respective components, and any other improvements that may be legally required in the future. An Operations and Maintenance manual for the stormwater management system shall be prepared by the Sponsor's Engineer, and included in the project documents submitted to the City Engineer for acceptance, along with a discussion of the design life of the various components, a calculated annual cost for repair and maintenance, and a calculated replacement cost. 6. A trip distribution and traffic analysis shall be performed for the project area. This study shall be conducted by a Washington State licensed Professional Transportation Engineer. The information acquired from this study will be used in the final design, and a letter will be compiled with this data and will be included in the final project submittal to the City of Spokane Valley for engineering review. 7. The applicant is advised that there may be utilities either underground or overhead affecting the applicant's property, including property to be dedicated or set aside for future acquisition. Spokane Valley will assume no financial obligation for adjustments or relocation regarding these utilities. The applicant should contact all applicable utility companies regarding the responsibility for adjustment or relocation costs and to make arrangements for any necessary work. 8. Construction within the proposed public streets and easements shall be performed under the direct supervision of a licensed Washington State Professional Engineer/Land Surveyor, who shall furnish the City Engineer with "Record Drawing" plans and a certificate in writing that all improvements were installed to the lines and grades shown on the approved construction plans and that all disturbed monuments have been replaced. All work is subject to inspection by the City Engineer or by his staff. 9. No construction work is to be performed within the existing or proposed public right-of-way until a permit has been issued by the City Engineer. I find the old part of the apartment complex is not in very good shape aesthetically. 10 c of the application proposes an upgrade in this area. I would recommend just that. Without looking very close at the apartment units we could not tell if any safety codes were violated. That can be taken care of with the Building Code Permit. I question the whole area not having any asphalt or hard driveway surface. Maybe that is in the building proposal. We will assign different addresses at building permit time. As a result, the project proponent is responsible for providing on -site control of stormwater runoff from newly constructed impervious surfaces. 2. This includes emergency generators rated at 500 hp (375 kW) or higher, natural gas heating equipment units rated at 4 MMBTU/hr or higher (input), and heating equipment units fired with other fuels (e,g. diesel) rated at 1 MMBTIJ/hr (input) or higher. It has been determined that the SEPA Checklist was not complete or correct. Before further review, the following is a list of items to be completed. 1. The SEPA checklist needs to be filled out properly with all information included. If the applicant is unsure of information, he/she shall inquire about the information (i.e. City of Spokane Valley, Department of Health, Spokane County Sewer Department, etc.). The following sections need to be addressed in the SEPA checklist: Section A: 7a, 8, 10, 11, 12, 13; Section B: lb, lc, lg, lh, 2a, 6b(1-3), 6c(1), 6d, 4a, 4d, 5a, 6c, 7b(1-2), 8a, 8h-i, 9a, l0c, llc, 12a, 14a-d, 14f-g, 15a, 16a. 2. Include in the report existing drainage patterns for Trent Avenue and any mitigation that has taken place to separate public and private stormwater drainage flows. Also include any future plans for expansion and treatment capabilities and needs. 4. Erosion Control: A Temporary Erosion and Sedimentations Control (TESC) plan, prepared by a Washington State licensed Professional Engineer, shall be implemented throughout the duration of construction. The TESC plan is to be prepared using best management practices (BMP's) currently accepted within the Civil Engineering profession. The TESC plan is to follow Spokane Valley guidelines as found in the 2001 Edition of the Spokane County Standards for Road and Sewer Construction, the 1998 Spokane County Guidelines for Stormwater Management Spokane County and all other Federal, State or Local regulations. The TESC structures (such as silt ponds, silt traps) are to be installed prior to other site work and the TESC measures are to be implemented and maintained throughout the duration of construction. Any part of the drainage system that lies outside of the public right-of-way will neither be maintained nor operated by Spokane Valley forces. Prior to plan acceptance by the City Engineer, the Sponsor shall provide a mechanism for the perpetual maintenance of the stormwater drainage system. This mechanism shall also provide for the funding of routine maintenance and the replacement of the various components of the drainage system at the end of the service life of the respective components, and any other improvements that may be legally required in the future. An Operations and Maintenance manual for the stormwater management system shall be prepared by the Sponsor's Engineer, and included in the project documents submitted to the City Engineer for acceptance, along with a discussion of the design life of the various components, a calculated annual cost for repair and maintenance, and a calculated replacement cost. 6. A trip distribution and traffic analysis shall be performed for the project area. This study shall be conducted by a Washington State licensed Professional Transportation Engineer. The information acquired from this study will be used in the final design, and a letter will be compiled with this data and will be included in the final project submittal to the City of Spokane Valley for engineering review. 7. The applicant is advised that there may be utilities either underground or overhead affecting the applicant's property, including property to be dedicated or set aside for future acquisition. Spokane Valley will assume no financial obligation for adjustments or relocation regarding these utilities. The applicant should contact all applicable utility companies regarding the responsibility for adjustment or relocation costs and to make arrangements for any necessary work. 8. Construction within the proposed public streets and easements shall be performed under the direct supervision of a licensed Washington State Professional Engineer/Land Surveyor, who shall furnish the City Engineer with "Record Drawing" plans and a certificate in writing that all improvements were installed to the lines and grades shown on the approved construction plans and that all disturbed monuments have been replaced. All work is subject to inspection by the City Engineer or by his staff. 9. No construction work is to be performed within the existing or proposed public right-of-way until a permit has been issued by the City Engineer.
