JENNETT MEYER being first duly sworn on oath deposes and says that she is
the BOOKKEEPER of the Spokane Valley News Herald, a weekly newspaper.
That said newspaper is a legal newspaper and it is now and has been for more
than six months prior to the date of publication hereinafter referred to, published
in the English language continually as a weekly newspaper in Spokane County,
Washington, and it is now and during all of said time was printed in an office
maintained at the aforesaid place of publication of said newspaper, which said

Description of Proposal: A Shoreline
Substantial Development Permit to con-
struct 40 townhouses and two shared use
pathway connections to the Centennial
Trail on Washington State Department of
Parks land, The ownhomes are proposed
as 2- and 3-story units with garage parking
located on the bottom floor of each unit. The
ownhoues are part of 396-unit multifamily
development project with improvements and
amenities. Only the town homes and shared
use pathway(on 1.86 acres of the site is
located within shoreline jurisdiction. Two
mitigation sites, ocated south and north of
the Spokane River, are identified to be used
for off -site compensatory mitigation for the
removal of native vegetation' In the shoreline
jurisdiction. The two mitigation sites equal
2.16acres. Both sites are locatedwithin the
buffer area of the Spokane River,

Comments: Agencies and the public are
encouraged to ireview and provide written
comments on the proposaUproject and its
probable environmental impacts. All com-
ments received by April 17, 2023, which is
within thirty (30) calendar days of the date of
this notice, will be considered prior to mak-
ing a decision on this project. Any person
has the right to comment on this project.
Further, any person may request a copy of
the decision for the proposal once made.
Pursuant to Chapter 17.90 (Appeals) of
the City of Spokane Valley Municipal Code
(SVMC), a written appeal of the decision
shall be filed with the City of Spokane
Valley within fourteen (14) calendar days
after the date the notice of the decision
is mailed. Standing to appeal a decision
shall be determined in accordance with the
provisions of Chapter 17.90.030 (Stand-
ing) of the SVMC.Location of Proposal:

The project site is generally Ipcated along
the south sidei of the Spokane River, while
the mitigation sites are located along the
south and north side of the=river; further
located in the SW '/a of Section 11, Town-
ship 25 North, Range 44 East Willamette
Meridian, Spokane County Washington.
Comprehensive Plan: Mixed Use (MU)
Existing Zoning: Mixed Use (MU) MP Envi-
ronmental Designation: Urban Conservancy
Other Permits: City of Spokane Valley Land
Disturbance (Grading),;and Construction
Permits; and other permits as determined
may be required. Studies Required: A
habitat management plan and Site Res-
toration Plan (A Shoreline Impact Assess-
ment and Habitat Management Plan have
been provided). Additional studies may be
determined. Environmental Review: This
project is not categorically exempt pursuant
to WAC 197-11-800 from environmental
review under the provisions of the State
Environmental Policy Act. The City of
Spokane Valley, acting as lead agency, has
reviewed the proposal/project for probable
adverse environmental impacts and expects
to issue a determination of non -significance
(DNS) for this project. The optional DNS
process in WAC 197-11-355 is being used.
THIS MAY BE YOUR ONLY OPPORTU-
NITY TO COMMENT ON THE ENVIRON-
MENTAL
IMPACTS OF THE PROPOSED
PROJECT. A copy of the subsequent
threshold determination for the proposal
may be obtained upon request. Existing
Environmental Documents: N/A applicable
Development Regulations: SVMC Title 21
(Environmental Controls), SVMC 21.50
(Shoreline aster Program), and SVMC
24.50 (LandMDisturbing Activities)' are the
primary development regulations applicable
to the site. Public Hearing: The Shoreline
Substantial Development permit is classified
as Type II permit and will not be subject to
a public hearing. This may be your only
opportunity to comment on the impacts of
