JENNETT MEYER being first duly sworn on oath deposes and says that she is
the BOOKKEEPER of the Spokane Valley News Herald, a weekly newspaper.
That said newspaper is a legal newspaper and it is now and has been for more
than six months prior to the date of publication hereinafter referred to, published
in the English language continually as a weekly newspaper in Spokane County,
Washington, and it is now and during all of said time was printed in an office

SERVICES
Barker Road at Union Pacific Crossing
Phase 2 The City of Spokane Valley (City)
solicits interest from consulting firms with
experience and expertise In Construction
Management Services. Consultants will be
considered for the Barker Road at Union
Pacific Crossing Project -Phase 2, This
agreement will be for approximately one
year in duration with the option for the City
to extend it for additional time and money
if necessary, The City reserves the right to
amend terms of this "Request for Qualifica-
tions" (RFQ) to circulate various addenda, or
to withdrawthe RFQ at any time, regardless
of how much time and effort consultants
have spent on their responses,
Project Description The work to be per-
formed by the CONSULTANT consists of
providing construction management ser-
vices for the Barker Road at Union Pacific
Crossing Project -Phase 2. The proposed
improvements include road widening; sewer
and water installation; and upgrading an
at -grade railroad crossing. Construction
duration is anticipated to be four months.
The project is federally (FHWA) funded and
has 0 % DBE goal for the consultant work.
Construction managementservices include:
1. Construction management, field
inspection, materials testing and con-
struction documentation in conformance
with the Washington State Department of
Transportation (WSDOT) Local Agency
Guidelines (LAG), WSDOT Construction
Manual, Standard Specifications, and City
of Spokane Valley requirements,
Evaluation Criteria
Submittals will be evaluated and ranked
based on the following criteria:
1. Project Team
2. Project Experience
3. Project Delivery
4. Project Documentation
5. Post Construction Audits
6. DBE Participation Plan
7, Clarity of SOQ
