JENNETT MEYER being first duly sworn on oath deposes and says that she is
the BOOKKEEPER of the Spokane Valley News Herald, a weekly newspaper.
That said newspaper is a legal newspaper and it is now and has been for more
than six months prior to the date of publication hereinafter referred to, published
in the English language continually as a weekly newspaper in Spokane County,
Washington, and it is now and during all of said time was printed in an office
maintained at the aforesaid place of publication of said newspaper, which said

The following is the title and summary
of OrdinanceNo. 23-009 passed by the
Spokane Valley City Council on the 9th
day 0f May, 2023:
AN ORDINANCE OF THE CITY OF
SPOKANE VALLEY, SPOKANE COUNTY,
WASHINGTON, ADOPTING SECTION
8.20.110 OF THE SPOKANE VALLEY
MUNICIPAL CODE RELATING TO THE
• REGULATION OF MASSAGE AND
REFLEXOLOGY BUSINESSES, AND
OTHER MATTERS RELATED THERETO.
Section 1 states that the purpose of this
ordinance is to prohibit individuals or
businesses from engaging in unlicensed
massage and reflexology services, and to
provide additional tools for enforcement.
Section 2 adds new SVMC 8.20.110 and
adopts by reference various Revised Code
of Washington provisions associated with
licensors, including definitions and penal-
ties for such things as practicing without a
license. New SVMC 8.20.110 also provides
authorityto law enforcement to inspect the
premises of any massage or reflexology
business. Section 3 speaks to severability,
and Section 4 provides', an effective date.
