Dear Ms. Barlow - Thanks for the courtesy of your time in reviewing my comments
regarding the Black Realty new Painted Hills Development project.
Last year my wife, Joyce Schroeder, had written a letter to you relative to the project
as it stood at that time including pictures of significant flooding of the site taken in
February of 2017. Having lived in Painted Hills the past 41 years and driving by the
site each day except when out of town, there has been certain years of significantlymore flooding than occured last year. The new plan with request for comments on
Scope of the EIS dated Oct. 26 of this year just came to our attention with public
comment requested by Nov. 16 to you. Be advised, comments made to the Nov. 9,
2017 Sepa Environmental Impact Statement Scoping Status Summary dated Nov. 9,2017 are still relative.
The new EIS cut and fill plan of this project calling for a minimum of "at least" 350,000
cubic yeards of earth will require an inordinate amouint of trucking of 17,000 trips to
and from the site for a dump truck and trailer holding 20 cubic yards which doubles toenter and exit. A truck without a trailer which is more common, would require at least
33,000 trips of entry and 33,000 trips of exit. You MUST question the impact this
would have on existing roads,notwithstanding the dust, traffic, noise, safety,
pedestrials, schools adjacent, and impeding emergency vehicles.
IF you should consider proceeding with the developers plan of water mitigation,
PLEASE do not do so without a long term substantial financial guarantee for
protecting the purchasers/renters of structures and especially the citizens of the City
of Spokane Valley from future liability by third parties.
