In 1956 my family moved to Thorpe Road just southwest of Spokane. Twice before 1960, we had flooding with 2 feet of water gushing through the gully between the house and the roaddue to rapid snowmelt. Both events were preceded by severe cold with no snow cover; therefore, the frost went down deep. This was followed by deep snow, then chinook windswhich resulted in rapid snowmelt. To my knowledge, these were the only times that water ran in the gully. Today a few houses have been built were I saw rushing water. Since thisflooding required three events to happen sequentially, it may be a very rare occurrence. But could be very devastating to those affected. I have seen the creek flowing fairly good under the road into the Ponderosa development. Yetthis creek disappears into the aquifer. I have no idea if there was any flooding along Dishman- Mica road in the late 1950's. But the above weather scenario should be included in yourplanning process if it is missing.
