I wrote to the city on September 29, 2017 with multiple concerns regarding the first EIS Scoping for the Painted Hills PRD and feel this revision offers no better outcome then the first one. In fact, this now adds more traffic concerns as well as asks the question why only one change when many were noted. The main concerns about 580+ units on 99 acres, traffic, schools, neighborhood, and the community will still exist with this revised EIS. The movement of 450,000 cubic yards of material with up to 330,00 cubic yards of import material is an unreasonable amount to work with. That is 45-50 dump truck trips of dirt moving around on neighborhood streets with one lane roads and traffic congested areas. The required yellow iron machinery to complete this movement will also be an issue of noise and safety for the small residential area as well as the schools. This now adds additional concerns relating noise, safety, and different traffic impacts to the environmental area. If this much dirt movement and relocation is necessary to even have a chance of reducing flooding concerns, is this the right place to put 580 units. On another note, units may help the developer describe the PRD, but please remember these are not units these are homes to people. People who will have to deal with all the issues the future will hold relating to overcrowding, excess water, and safety concerns. The current neighborhood and community have concerns about the size and scope of this project, is it not safe to assume future residents will not have the same concerns? I am requesting my previous letter and comments be included in this revised EIS Scoping as none of the concerns I listed were addressed with this revision. Please consider the new concerns listed above due to the large movement of dirt and the required machinery needed to complete this task. As a lifelong resident of Spokane Valley take the time to consider the full impact this project will have on the environment and community. This project draws concerns of many because it is not a good fit for the land. My question is why has no major change to the size or scope of the project taken place to date? How much of people’s time, City’s time, and taxpayer’s money has to be devoted even though concerns are not being addressed. Thank you for your time on this matter. Sincerely, Chaunte Nevers
