Hello-I’m so glad that we get a public hearing. However, this is the first day of school for the entire CVSD.
It seems weird that this hearing would be scheduled when the majority of the people in the area will be
focused on the first day of school. This eliminates parents, teachers, and administrators from
participating. For example, Horizon Middle School (the neighbor to Painted Hills) has a meeting for all
parents of athletes that afternoon. The development has a significant negative impact on our schools and
families. Also, I don’t understand why the hearing has to be during the workday. It’s seems like a 6:00
hearing would be more appropriate if it’s for the “public.” I am hoping that our retirees and community
members without children will be able to be the voice of the community. This development is the worst
thing to happen to this community. Please do whatever you can in your power to stop it and turn it into a
par 3 and park like was originally planned by our city. Thank you! Sasha Deyarmin

The City of Spokane Valley will hold a virtual public hearing at 4 p.m., Wed., Sept. 8, to accept
comment on the Draft Environmental Impact Statement (DEIS) for the Painted Hills Planned
Residential Development (PRD) project, file numbers PRD-2015-0001, SUB-2015-0001, EGR-
2016-0066, and FPD-2016-0007.
Participants will be able to provide oral comment via a Zoom weblink or via telephone. All
comments received during the public hearing will be reviewed and considered in preparation of a
Final Environmental Impact Statement.
Due to the ongoing COVID-19 emergency, an in-person public hearing will not be scheduled. The
City anticipates a considerable number of commenters to participate in the virtual public hearing
and will limit the comment time to 3 minutes per commenter. Comments will be documented in
the record.

Project Name: Painted Hills PRD
Applicant/Owners: Whipple Consulting Engineers/Black Realty, Inc. and Northwest Renovators Inc.
Proposal Description: A planned residential development with 300 single family homes, 280 multifamily units
and a neighborhood commercial center.
Proposal Location: The project site is the former Painted Hills Golf Course, bound by Dishman-Mica Road,
Thorpe Road, and Madison Road. The 99-acre site is further located in the SE1/4 of Section 33, Township 25
North, Range 44 East, Willamette Meridian, Spokane County, Washington.
