Stephen,
I will do my best to try and answer your questions, but I apologize for it being a delayed
response because I just got back from vacation. The project has not gone away, we have
just been working with the applicants on items which needed to be completed before the
next steps could take place. Since you seem to have been following the project, I hope you
know we have a web page(s) specifically built to inform the public regarding this project.
However, if you didn’t you can find all the documents regarding it on one of the pages
here, including all of the public comments we have received up to this current comment
period. https://www.spokanevalley.org/content/6836/6896/7078/9323.aspx
As a part of the SEPA review the City determined an Environmental Impact Statement was
required to address some of the major components of the project, the floodplain, traffic,
etc. A draft Environmental Impact Statement (DEIS) has been prepared by the applicants
and has been issued to the public for comment now.
https://www.spokanevalley.org/paintedhillsdeis All of the parts of the DEIS can be found
on this page. The comment period has been extended to August 31, 2021. Hopefully this
will help you with travel plans.
All of the required agencies, including the school district, have been contacted but we will
not know their comments until the end of the comment period. I am sure that we will be
receiving comments for this document, the same as we have received them in the past
and we will be posting those comments to the website as soon as we are able. I have not
seen any of the public comments which have been submitted to date. Lori Barlow is the
Senior Planner in charge of this project, I am the City’s Certified Floodplain Manager and
we are both happy to answer any of your questions however Lori will have the most up to
date information on the project as a whole, as I will be following the floodplain
development. Please do not hesitate to reach out to us if you have any further questions.
Please enjoy your vacation abroad, and travel safe.
Respectfully,
Deanna

[EXTERNAL] This email originated outside the City of Spokane Valley. Always use caution when openingattachments or clicking links.
Good afternoon Deanna:
Adam Jackson is a friend of mine and he directed me to you regarding the subject project.
I was involved in some of the negative feedback from the effort in 2015 to develop the old golf
course site.
I just saw in the Journal of Business that it has again surfaced.
Unfortunately, I am going abroad soon and have little opportunity to dive into this revised SEPA and
design prior to the date which comments are required to be returned by.
How has the general response been by local residents to the revised package so far?
I’m not necessarily against development but I don’t believe that the surrounding area and
infrastructure can support such an influx of new houses without significant improvements.
How does Spokane Valley public works, police, fire, and other depts feel about this revision?
Have they made significant changes from the original submission?
Has CVSD opined on the revision?
I am going to try to make a formal comment but with little time I was hoping you could give me an
idea of the overall feeling of this revision.
Thank you for your time,
Steve Schmedding, P.E., LEED AP
