Hi Christina,
Avista serves this area with both Electric and Gas utilities. Please see attached map of area. I have
been working with Jon Gordon at WCE to fix some problems on this Plat, but here is a list of
requirements which need to be met in order for approval:
1. 10’ “Dry” Utility Easements need to be shown on all lots having frontage along any
roadway within this plat. These 10’ “Dry” Utility Easements need to be behind, separate
from and adjoining the border easements, so as not to encroach on them.
2. In addition to having 10’ “Dry” Utility Easements along all lots having frontage to any
roadway, Avista will also require Utility dedication in the Proposed 20’ Emergency Vehicle
Drive easements. Said easements should read “20’ Emergency Vehicle Drive/Utility
Easement”
3. All of our existing electric and gas easements need to be shown on the plat.
4. Developer shall request an open ditch inspection from Avista Real Estate Department (509) 495-2325 prior to utility placement to verify utilities are being
placed within the easement(s) as drawn and labeled on the preliminary plat. A statement shall be provided from Avista Real Estate Department to the City
verifying the utilities are located within the easement(s).5. Along the West side of Madison road, there appears to be a 13’ Border Easement
where Avista currently has a 6” High Pressure Gas Line in a private easement. This Easement AFN#4436419 needs to be shown on the Plat, having a width of 7.5’ on
each side from center of the gas line for a total of 15’ Wide. If the 13’ border easement overlaps Avista’s Gas easement, then the border easement within said
Avista easement, shall be subordinate to Avista’s rights. Any construction within said Avista easement shall only be done with prior approval from Avista’s Gas
Engineering Department (509)495-4424.
6. The following language needs to be inserted into the Dedication Language to be shown on
the face of the Plat:
“Easements for “Dry” utilities (electric, gas, phone, fiber, cable TV) as shown on the herein described plat are hereby dedicated for the use of serving utility companies for the construction, reconstruction, maintenance, protection, inspection and operation of their respective facilities, together with the right to prohibit changes in grade over installed underground facilities and the right to prohibit, trim and/or remove trees, bushes, landscaping, without compensation and to prohibit brick, rock or masonry structures that may interfere with the construction, reconstruction, reliability, maintenance, and safe operation of same. Any easement located within the “Dry” utility easements shown hereon, shall be subordinate to Avista.Storm drain dry wells and Water Meter boxes shall not be placed within the “Dry” easements; however, lateral crossings by storm drain, water and sewer lines are permitted.Serving utilities reserve the right to cross Border easements, Future right-of-way acquisition areas, and common areas.
Once these changes have been made, I would greatly appreciate it if you would send me a revised
copy reflecting these changes, with an updated date on the Plat.
