BY SPOKANE VALLEY CITY COUNCIL
The following is the title and summary of Ordinance No. 28 passed by the City of Spokane
Valley City Council on the 28t' day of January, 2003.
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY,
WASHINGTON, PROVIDING FOR THE TAXATION OF CERTAIN GAMBLING
ACTIVITIES, PROVIDING FOR COLLECTION AND PENALTIES FOR VIOLATION
THEREOF.
The introductory paragraphs state the City desires to impose a tax on certain gambling activities.
Section 1 establishes definitions for the ordinance.
Section 2 imposes a tax upon bingo and raffles, punch boards and pull tabs, social card playing
and amusement games.
Section 3 creates exemptions.
Section 4 provides for payment of the tax.
Section 5 provides for administration of the ta}c.
Section 6 relates to delinquent taxes, authorizes a lien and provides for collection.
Section 7 establishes a penalty and interest on delinquent tax.
Section 8 requires a notice to be filed with the City for gambling activities.
Section 9 relates to inspection and audit of premises and books and records.
Section 10 establishes penalties.
Section 11 establishes a severability clause in the event some portion of the Ordinance is held
invalid.
Section 12 states this Ordinance shall be in full force and effect five (5) days after publication of
the Ordinance Summary, and on the date of incorporation.
