The following is the title and summary of Ordinance No. 07-004 passed by the Spokane Valley City
Council on the 10th day of April, 2007
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, WASHINGTON, AMENDING CERTAIN
REGULATIONS PERTAINING TO PURCHASING FOR THE CITY OF SPOKANE VALLEY
PURSUANT TO SPOKANE VALLEY MUNICIPAL CODE CHAPTERS 3.35, 3.40, 3.45, AND 3.50,
AND PROVIDING FOR OTHER MATTERS PROPERLY RELATED THERETO.
The intent of the ordinance is to amend the Spokane Valley Municipal Code to comply with state law.
Such amendments include clarifying certain definitions; explaining the contract authority of the City
Manager, and the procedure for awarding contracts, including change orders. The ordinance further
explains and clarifies the competitive bidding process including publication of notice, and exemptions to
the bidding requirements. The ordinance clarifies the process for disposition of City property, and
clarifies and amends the process when using the small works roster
