The following is the title and summary of Ordinance No. 08-014 passed by the Spokane Valley City
Council on the 12th day of August,2008:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON,
ESTABLISHING SPOKANE VALLEY MUNICIPAL CODE CHAPTER 3.70 PROVIDING FOR A
UTILITY TAX WITHIN THE CITY OF SPOKANE VALLEY, PROVIDING PROCEDURES FOR
THE IMPLEMENTATION THEREOF, INCLUDING CIVIL AND CRIMINAL PENALTIES, AND
OTHER MATTERS PROPERLY RELATED THERETO.
The intent of this ordinance is to establish Spokane Valley Municipal Code Chapter 3.70 to provide
authority to charge a utility tax on certain utility services. The ordinance levies a tax on every person
engaged in any telephone business within the City, and stipulates that such tax is equal to 6%of the total
Gross Income from such business. The ordinance sets out the allocation of income for cellular telephone
service and explains the remittance procedure. The ordinance also explains the deductions which may be
used in computing the tax,explains the record retention requirements,penalties and interest for delinquent
tax,the appeal procedure, and stipulates that designation of the funds generated by such telephone utility
tax are designated for use exclusively in the City road fund, and that the taxes imposed herein shall take
effect on January 1,2009.
