BY SPOKANE VALLEY CITY COUNCIL
The following is the title and summary of Ordinance No. 09-022 passed by the Spokane Valley City
Council on the 1St day of September 2009:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON,
AMENDING ORDINANCE 09-013, AMENDING TIC COMPREHENSIVE PLAN AND
COMPREHENSIVE MAP ADOPTING THE LAND USE DESIGNATIONS SET FORTH IN THE
SPOKANE VALLEY SPRAGUE APPLEWAY SUBAREA PLAN AND DECLARING AN
EMERGENCY.
The ordinance amends ordinance 09-013 which had amended the Comprehensive Plan Map to include the
new designations for the Spokane Valley-Sprague Appleway Subarea Plan, (Subarea Plan) and further
amends the Comprehensive Plan, by adding Book One of the Subarea Plan to the text of the
Comprehensive Plan. The Ordinance declares an emergency pursuant to RCW 36.70A.030. As had been
stated in Ordinance 09-013 this ordinance states that the City of Spokane Valley finds that all Growth
Management Act (GMA) and other statutory prerequisites for the adoption of this City of Spokane
Valley's amendment to the Comprehensive Plan and Map have been met and adopts the certain Findings
of Fact. The ordinance further states that(1)the Subarea Plan and amendment to the Comprehensive Plan
and Map have been provided to the Community Trade and Economic Development Department pursuant
to RCW 36.70A.106 on January 23, 2008; that (2) the Spokane Valley City Council finds that the
properties within the Subarea Plan are experiencing significant disinvestment, resulting in under
maintained structures and low rent paying properties, and that (3) the Spokane Valley City Council, in
order to promote economic development in the identified subarea and to ensure the timely and consistent
application of the Subarea Plan and further to ensure compliance with all provisions of RCW 36.70A.130
hereby declares an emergency and finds that the immediate amendment to the Comprehensive Plan and
Map is necessary to protect public health, safety and welfare of its citizens of Spokane Valley. Finally the
ordinance states that the amendment of the Comprehensive Plan and Map and the adoption of the Subarea
Plan is consistent with SVMC 19.30.010,020,and is consistent with Ordinance 09-021.
