2023, 07-11 Formal MeetingMINUTES City of Spokane Valley City Council Regular Meeting Formal Format Tuesday, July 11, 2023 Mayor Haley called the meeting to order at 6 p.m. The mrceting was held in person by Council and staff in the Great Room at CenterPlace Regional Event Center, 2426 N Discovery Place, Spokane Valley, and also remotely via Zoom meeting. PLEDGE OF ALLEGIANCE: Council, staff and the audience stood for the Pledge of Allegiance. ROLL CALL City Clerk Patterson called the roll; all Councilmembers were present. APPROVAL OF AGENDA It was inoved by Deputy Mayor Higgins, seconded and unarainnously agreed to approve the agenda. INTRODUCTION OF SPECIAL GUESTS AND PRE SENTA COUNCILMEMBER REPORTS Councilmember Peetz: noted that she attended an Indians baseball game and went to the retirement party held for Cleric Chris Bainbridge Councilmember Padden: said she attended the Chamber meeting and a presentation to end violence. Councilmember HattenbM: said he also attended the STA meeting and gave some brief statistics on STA (Spokane Transit Authority) and took his grandchild to the new library. Councilmember Woodard: no report. Councilmember Wick: said he went to the Spokane County Human Rights Task Force meeting; the Freight Mobility Strategic Investment Board meeting and they are working on the 6 year budget. DcpjuMtyLMqyyof Higgins: no report. MAYOR'S REPORT Mayor Haley reported that she attended the STA (Spokane Transit Authority) meeting. PROCLAMATIONS: Parks and Rec. Month Council Meeting Minutes, Formal: 07-11-2023 Pagel of 3 Approved by Council: 10-03-2023 Mayor Haley read the Parks and Rec Month proclamation and Kendall May, Recreation Coordinator accepted the proclamation and mentioned the upcoming activities that the Parks and Rec department had planned for the remainder of the summer. GENERAL PUBLIC COMMENT OPPORTUNITY: After Mayor Maley explained the process, she invited public comment. Ms. Barb Howard Spokane Valle via zoom]: asked about stormwater and would like to understand where the grease and oil goes when there is no swale. Pam Mai -low, Spokane Valley commented on the crime in her area and requested more patrols in the area and would like to have the motorhomes removed from her neighborhood as well. Dan Allison Spokane Valley commented on the proclamation for Pride Month. NEW BUSYNESS: 1. Consent Agenda: Consists of items considered routine which are approved as a group. Any member of Council may ask that an item be removed from the Consent Agenda to be considered separately. Proposed Motion: I move to approve the Consent Agenda. a. Approval of Claim Vouchers on July 11, 2023, Request for Council Action Form: $2,798,195.40 b. Approval of Payroll for Pay Period Ending June 30, 2023: $ 760,440.86 c. Approval of Council Meeting Minutes of June 20, 2023 d. Approval of Council Meeting Minutes of June 27, 2023 It was moved by Deputy Mayor Higgins, seconded and unanimously agreed to approve the Consent Agenda. 2. Motion Consideration: Potential Grant Opportunity, Transportation Improvement Board — Adam Jackson It was proved by Deputy Mayor Higgins and seconded to authorize the City Manager or designee to apply for TIB Grants for the projects identified in Table 1 of the RCA presented. The projects are as listed: Barker Roundabout at 8"' Ave, Argonne Concrete Reconstruction (Indiana to Knox), and Sprague Ave Pedestrian Crossings (near Chronicle, McKinnon -Howe). Mr. Jackson provided background on the grant opportunity and an overview of each of the projects. No comments from council. Mayor Haley invited public comment. Dan Allison, Spokane Valley_: commented on locations of the potential crosswalks on Sprague Ave. Vote by acclamation: in favor: unanimous. Opposed: none. Motion carried 3. Motion Consideration: Pines & Mission Intersection Bid Award Rob Lochmiller It was moved by Departy Mayor Higgins and seconded to award the bid for Pines and Mission Intersection Improvement Project to N.A. Degerstrom, Inc. in the amount of $1,549,863.60 plus applicable sales tax, and authorize the City Manager to finalize and execute the constniction contract. Mr. Lochmiller presented a brief background on the project and a funding review for the potential project costs. Council discussed the overall project and budget funding. Mayor Haley invited public comment. Dan Allison, Spokane Valley questioned making an additional left turn lane and wanted photos of the project. Vote by acclamation: in favor: unanimous. Opposed: none. Motion carried 4. Motion Consideration: Change Order Inland Asphalt — Rob Lochmiller It was moved by Deputy Mayor Higgins and seconded to authorize the City Manager or designee to finalize and execute Amendment ##2 to the contract in the amount of $345, 000 and proceed with the added work. Mr. Lochmiller explained the need for an amendment to the original contract as there were miscellaneous overages incurred in order to complete the project. Mayor Haley invited public comment; no comments were offered. Vote by acclamation: in favor: unanimous, Opposed: none. Motion carried. ADMINISTRATIVE REPORTS: 5.Spokane Valley Police Department Update — Chief Ellis Chief Ellis provided a detailed report of the department activities, projects and community engagement opportunities. The Chief also noted he attended the Spokane Valley Chamber of Commerce Public Safety .Awards where Deputy David Bruner was awarded SVPS Officer of the year. Homeless IJOUSing and Assistance.Act (HHAA) Funding Erik Lainb, Gloria.klantz Mr. Lamb presented a review of the Honieless I lousing and Assistance Act (HHAA) Funding, now referred to as recording fee funding. He provided Council with options for use of the funding and if Council elects, they may create their own homeless housing prograin in order to receive the Funding. Ms. Mantz provided Council with the necessary steps that would have to be completed in order to receive the funding if they elected to have their own homeless housing program. The city will need to create a task force. The task farce will then prepare and recommend a five-year homeless housing plan to city council, The plan must: be consistent with the statewide guidelines, Once the proper steps are in place, there are a multitude of reporting reqUircuients that are necessary for compliance, In order to acconirnodate all the necessary requirements, Mr. Lamb noted that there Would be a need for one FTE in order to maintain the administration of the prograrn, Council discussed the need for a housing homeless plan specifically detailed for the City of Spokane Valley and agreed there was a need to move forward with our own plan and task force. Council discussed the concerns they had with the program and the need for the resolution for joining to be created so quickly. The council feltthere were too many questions still left unanswered regarding, the overall plan and Would not move Forward with the authority until More information was provided, 8.
