Planning Commission Chairman Gramath called the meeting to order at 6:00 p.m. The meeting was held in person and via ZOOM meetings. II. The Commissioners and staff stood for the Pledge Of Allegiance. III. Administrative Assistant Marianne Lemons took attendance, and the following members and staff were present: Susan Delucchi Val Dimitrov Karl Granrath Walt Haneke Bob McKinley, absent Nancy Miller Dan Wilson Tony Beattie, Senior Deputy City Attorney Chaz Bates, Planning Manager Nikki Cole, IT Specialist Justan Kinsel, IT Specialist Marianne Lemons, Administrative Assistant There was consensus from the Commission to excuse Commissioner McKinley from the meeting. IV. AGENDA: Chairman Haneke moved, and it was seconded to approve the meeting agenda for November 9, 2023 as submitted. There was no discussion. The vote on the motion was six in favor, zero against, and the motion passed. V. MINUTES: Commissioner Haneke moved, and it was seconded, to approve the October 26, 2023, minutes as presented. There was no discussion. The vote on the motion was six in favor, zero against, and the motion passed. VI. COMMISSION REPORTS: There were no Planning Commission reports. VIL ADMINISTRATIVE REPORT: Planning Manager Chaz Bates stated that the second Planning Commission meeting in November will be cancelled due to the Thanksgiving holiday. He also mentioned that Commissioner Haneke and Miller's position appointments end on December 31, 2023 and applications will be accepted for the vacancies until December 22, 2023. VIII. PUBLIC COMMENT: There was no public comment offered. IX. COMMISSION BUSINESS: 11-9-2023 Planning Commission Minutes Page 2 of 3 a. Findings of Fact: Clearview Triangle Regulations Update The public hearing was opened at 6:12 p.m. Planning Manager Chaz Bates provided a brief overview of the Findings of Fact for CTA-2023- 0003, explaining how they formalize the Commission's recommendations made after receiving public comment during the public hearing and Planning Commission deliberations. Commissioner Miller moved, and it was seconded to approve the Findings of Fact for CTA-2023- 0003 as submitted. There was no discussion. The vote on the motion was six in favor, zero against, and the motion passed. b. Public Hearing: CTA-2023-0004 —Planning Commission Meeting The public hearing started at 6:06 p.m. City Attorney Tony Beattie presented a staff report. He stated that CTA-2023-0004 is a city - initiated code text amendment to revise SVMC 18.10.030 to provide flexibility in the number of Planning Commission meetings. Currently, SVMC 18.10.030 requires the Planning Commission to meet at least once every month. This code text amendment provides flexibility when there is no business for the Planning Commission to conduct. The proposed code text amendment would require the Planning Commission to hold at least one regular meeting each month not less than nine months in each year. This is consistent with other state laws related to Planning Commissions. Mr. Beattie said that this code text amendment does not modify the regular meeting schedule of the Planning Commission. The Planning Commission will still have regular meetings scheduled at 6:00 p.m. every 2nd and 4th Thursday of each month. Mr. Beattie mentioned that if this amendment is approved, there will be a need to update the Planning Commission Rules and Procedures to reflect the change. This will be included in a comprehensive update during 2024. There was no public comment offered. The public hearing ended at 6:25 p.m. Commissioner Haneke moved and it was seconded to approve CTA-2023-0004 as submitted with an amendment stating that there will not be two consecutive months without a meeting. There was no discussion. The vote on the motion was six in favor; zero against, and the motion passed. X. GOOD OF THE ORDER: Chairman Granrath ratified cancelling the second meeting of November due to the Thanksgiving holiday. Commissioner Delucchi requested that the Chair acknowledge the outgoing members of the Planning Commission for their years of service at the last meeting of the year. XI.
