Painted Hills PRD
NOTICE IS HEREBY GIVEN pursuant to WAC 197-11-460 and SVMC 21.20.110-120 that the Final Environmental Impact Statement (FEIS) is available for public review for the Painted Hill Planned Residential Development (PRD) project, file numbers PRD-2015-0001, SUB-2015-0001, EGR-2016-0066, and FPD-2016-0007. Project Name: Painted Hills PRD Notice Date: June 5, 2023 Applicant/Owners: Whipple Consulting Engineers/Black Realty, Inc Proposal Description: A planned residential development with 300 single family homes, 280 multifamily units and a neighborhood commercial center.
The FEIS describes three alternatives and evaluates potential adverse impacts to the following elements of the environment: natural environment (ground and surface water), built environment (land use,
including relationship to land use plans regarding flood hazard areas), and transportation, including the importation of fill. Additional environmental elements are addressed to a lesser degree. Proposal Location: The project site is the former Painted Hills Golf Course, bound by Dishman-Mica Road, Thorpe Road, and Madison Road. Hard copies of the FEIS are available for review in person at Spokane Valley City Hall, 10210 E. Sprague Avenue. Copies of the FEIS may be purchased for the cost of
reproduction. Agency Decision and Appeals: This notice of availability is provided in accordance with the State
Environmental Policy Act (SEPA), Chapter 43.21C RCW. Pursuant to City of Spokane Valley Municipal Code (SVMC) section 21.20.120(D), the responsible official has determined that the FEIS complies with Chapter 21.20 SVMC and Chapter 197-11 WAC. Any available appeal of this decision may be made to the
Spokane Valley Hearing Examiner pursuant to applicable law, including SVMC section 18.20.030(B)(5)(g) and Chapter 17.90 SVMC Appeals. Appeals must be received by the City no later than 4:00 p.m. June 20, 2023. Appeal applications may be found on the City’s website www.spokanevalley.org. Appeals may be filed in person or mailed to the City of Spokane Valley. Appeals must be accompanied by the $811 fee.
