2003-05-05 Zoning of Property LtrDEPARTMENT OF COMMUNITY DEVELOPMENT May 5, 2003 Katherine Skinner 2817 South Needham Drive Spokane Valley, WA 99037 RE: Zoning of 10 North Bolivar Road Dear Ms. Skinner Thank you for your letter date May 1, 2003 regarding the property at 10 North Bolivar Road. As you have indicated in your letter, Spokane County approved a request to amend the County's Comprehensive Plan Map for the above referenced property. On March 27, 2003 the City of Spokane Valley City Council adopted the County's Comprehensive Plan as an "interim" plan for the purposes of incorporation. The Comprehensive Plan Map that was adopted by the City included the change you refer to in your May 1st letter. The issue that the County did not address in its amendments relates to the zoning of the subject property. The zoning of the parcel is currently UR 3.5, Single Family Residential, which was the zoning in the county prior to incorporation. The City Council will be reviewing the zoning of this property and five others at a study session on May 6, 2003. The staff is recommending that the subject parcel be rezoned to B-3, Regional Business in order to implement the Regional Business Comprehensive Plan map designation. In July of 2002, I requested a new designation, Regional Commercial, for the property. It is surrounded by businesses on three sides with no less than 27 businesses within the radius of a foot ball field, including a mini -mall and 24 hour businesses as well. Its south side lays along the very busy arterial, Sprague Avenue. The Comprehensive Planning Committee of Spokane approved my request and passed it onto the Spokane County Commissioners who have also approved it. I am very grateful to them for their wisdom and good planning comprehension. I appeal to you to exercise the same wisdom in this matter. My property is the only such piece of land so designated extending to the Spokane City limits on the west and two and one-half miles to the east. It does not fit the environment or function of the corridor. I do not choose to live there due to the extreme noise of traffic and air pollution. I would have great difficulty renting it for the same reasons and lack of safety for children of families. It is an excellent corner site for a business!
