Broadway HOME Funding Application (Parcel ID # 45183.0127) Dear Mr. Reber: This letter is in response to your request for information regarding the above referenced property dated April 21, 2005 and received by the City on April 25, 2005. The subject property is zoned Urban Residential 3.5 (UR 3.5), which is a single family residential zoning district. The UR 3.5 zone allows single family residences on individual lots of 10,000 square feet or larger. The City's interim zoning code (Section 14.300) defines family as: Family: An individual or two or more persons related by blood, marriage, or adoption, or a group of not more than five (5) persons, excluding dependents, who are not related by blood, marriage or adoption, living together as a single nonprofit housekeeping unit in a dwelling unit. Based on the information provided in your April 21, 2005 letter, it appears that your proposal would be consistent with the applicable City of Spokane Valley zoning regulations. Our mission is to provide safe, accessible, affordable housing for individuals with developmental -disabilities. To date IERR has created 48 units of housing, mostly single family with a few duplexes and triplexes mixed in, here in the Spokane area. Today 146 individuals with developmental disabilities are enjoying safe, accessible and affordable in the Spokane area. Last year we developed three single family homes in the City of Spokane Valley. The majority of our residents are surviving on only SSI benefits as a source of income. By utilizing funding sources like the Spokane County (HOME) Program and the Washington State Housing Trust Fund, IERR is able to offer rents to our residents at 30% of their income. In order to apply to Spokane County for the federal (HOME) funds, one of the application requirements is a Letter of Project Support from the local city or town where the project will be located. Our project involves short plating the property located at 8124 E Broadway. Upon completion of the short plat, three single family lots will be created. The larger single family home with the double garage will remain and two new building sites will be created. IERR will be building a five -bedroom single family home on one of the lots and the other lot will be built out at a later date. Our five -bedroom home will be occupied by five medically fragile developmentally disabled individuals who will receive supported living services from the ARC of Spokane. These five individuals have lived in the Spokane Valley all of their lives. This site provides the opportunity for them to remain close to family and friends and familiar surroundings. If you need any additional project information in order to write the Letter of Support for our application, please just let me know. Or if you have any application specific questions, Mr. Tim Crowley of the Spokane County Community Development Department is the lead staff person in the application process.
