Tuesday, October 24, 2023
Mayor Haley called the meeting to order at 6 p.m. The meeting was held in person by Council and staff in
the Great Room at CenterPlace Regional Event Center, 2426 N Discovery Place, Spokane Valley, and also
remotely via Zoom meeting.

INVOCATION: In the absence of Pastor Pursch, Mayor Haley asked for a moment of silence.
PLEDGE OF ALLEGIANCE Council, staff and the audience stood for the Pledge of Allegiance.
ROLL CALL City Clerk Patterson called the roll; all Councilmembers were present.
APPROVAL OF AGENDA It was moved by Deputy Mayor I-Iiggins, seconded and unanimously agreed
to approve the agenda.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS: Sheriff John Nowels
Mayor Haley introduced Sheriff Nowels and Chief Ellis, Sheriff Nowels acknowledged a significant event
a couple weeks ago. He stated that the investigation is with the City of Spokane at the moment. They are
reviewing the documents and any footage provided. They spoke about camera policies for the officers and
stated that as it is still an active investigation, there is not a lot of information that they can provide to the
public. There will be an internal review of the incident as well.
COUNCILMEMBER REPORTS
Councilmember Peetz: said she attended the (Uri)gala event for Family Promise and they raised about
$219,000 and attended the Washington Traffic Safety Commission Meeting.
Councilmember Padden: said she attended a luncheon with the faith -based community and provided an
update on their homeless outreach and the services they provide and their mentor programs.
Councilmember Hattenburg: said a ribbon cutting for a youth shelter and gave an update on the STA
(Spokane Transit Authority) conference he attended in Orlando.

CounciImernber Woodard: said he attended the Spokane County GMA elected officials arxrd provided an
update on the details of that meeting.
Councilmember Wick: said he attended an AWC district meeting as well as a FMSIB meeting and provided
an update on the details of that meeting.
Deputy Mayor Higgins: no report
MAYOR'S REPORT
The Mayor reported that she also attended the conference with STA in Orlando.

GENERAL PUBLIC COMMENT OPPORTUNITY:
After Mayor Haley explained the process; she invited comments from the public. Mr. Dan Allison, Spokane
Valley: spoke about tax increases and the current housing market. Mr. Rob Tupper, Spokane Valley: spoke
about the additional 1 % property tax and reviewed the documentation that he submitted to council via email.
City Clerk Patterson read 3 letter's into the record that included nuisance properties, code text amendments,
and concern for no new taxes.
NEW BUSINESS:
1. Consent Agenda: Consists of items considered routine which are approved as a group. Any member of
Council may ask that an item be removed from the Consent Agenda to be considered separately.
Proposed Motion: I dove to approve the Consent A, -en drr.
a. Approval of Claim Vouchers on October 24, 2023, Request for Council Action Form: $2,714,575.27.
b. Approval of Payroll for Pay Period Ending August 31, 2023: $501,156.40.
c. Approval of Council Meeting Minutes of August S, 2023.
It was moved by Deputy Mayor Higgins, seconded and unanimously agreed to approve the Consent Agenda.
2. PUBLIC HEARING: 2023 Budget Amendment - Chelsie Taylor
Mayor Haley opened the public hearing at 6:52 p.m. Finance Director Taylor mentioned there were a few
changes since the October 17"' presentation, with those changes in blue font in the accompanying
documents; she went through the PowerPoint discussing the Monsanto finds and those funds being moved
from the General Fund to the 312 Fund. Mayor Haley invited public comment; no comments were offered.
Mayor Haley closed the public hearing at 7:05p.m.
3. First Reading Ordinance 23-020 Amending 2023 Budget - Chelsic 'Taylor
After City Clerk Patterson read the Ordinance title, it was moved by Deputy Mayor Higgins and seconded
to advance Ordinance 23-020 Amending the 2023 Budget to a second reading. Ms. Taylor gave a brief
synopsis of the purpose of the ordinance and discussion was held regarding the Monsanto funds going into
a dedicated fund. Ms. Taylor cautioned against another special account as the city already has 29 special
accounts that are restricted funds and tracked very carefully. The Mayor called for the vote. Vote by
acclamation: in favor: Mayor Haley, Deputy Mayor Higgins, Councilmernbers Hattenburg, Woodard, and
Padden. Opposed: Councihnembers Wick and Peetz. Motion carried
4. First Reading Ordinance 23-021 Adopting the 2024 Budget Chelsie Tam
After City Clerk Patterson read the Ordinance title, it was moved by Deputy Mayor Higgins and seconded
to advance Ordinance 23-021 Adopting the 2024 Budget to a second reading. After Ms. Taylor gave a
brief synopsis of the purpose of the ordinance, the Mayor called for the vote. Vote by acclamation: in
favor: unanimous. Opposed., none. Motion carried.
5.Second Reading Ordinance 23-017 PropertyTax Ordinance -Chelsie Ta for
After City Clerk Patterson read the Ordinance title, it was proved by Depute Mayor Huggins and seconded
to approve Ordinance 23-017 levying 2024 regular property taxes and authorizing Spokane County to
collect the tax on behalf of Spokane Valley. Finance Director Taylor gave a brief overview of the

proposed ordinance. Council questioned the residents with past due taxes and Ms. Taylor noted that
adjustments are made, but that the amount is what should be collected. Ms. Taylor also noted that the
ordinance does not include the additional I %. Vote by acclamation: in favor: Mayor Haley, Deputy
Mayor Higgins, Councihnernbers Wick, Padden, Peetz and Hattenhurg. Opposed., Councibnember
Woodard. Motion carried.
6.Second Readina Ordinance 23-018 Formation of a TBD Ordinance — Erik Lamb
After City Clerk Patterson read the Ordinance title, it was moved by Deputy Mayor Higgins and seconded
to approve Ordinance 23-018 formation of a Transportation Benefit District. After Mr. Lamb gave a brief
overview of the proposed ordinance, the Mayor called for the vote. Vote by acclamation: in favor: Mayor
Haley, Deputy Mayor Higgins, Councilrnenabers Wick, Woodard, Peetz and Hattenburg. Opposed:
Councihnernber° Padden. Motion carried.
Mayor Haley called for a recess at 7:25 p.m.; she reconvened the meeting at 7:35 p.m.
7. First Reading Ordinance 23-019 Junk Vehicle Ordinance — Kelly Konkri ht
After City Clerk Patterson read the Ordinance title, it was moved by Deputy Mayor Higgins and
seconded to advance Ordinance 23-019 Amending chapter 7.05 SVMC, Relating to Junk and
Unlicensed Vehicles to a second reading. After Mr. Konkright provided a detailed PowerPoint
presentation regarding the proposed updates to the municipal code, council discussed what a proper
unlicensed vehicle definition was. Council questioned the scooters and if they fell within the junk
portion of the ordinance. Mr. Konkright noted that the scooters were not part of this portion of the
code that was being amended. The Mayor called for public comment. Mr. John yarding, Spokane
Valley spoke about the difficulty in getting parts for vehicles that are actively bring worked on and
may not need to be considered part of the junk vehicles. The Mayor tailed for the vote. Vote by
acclamation: in favor: Mayor Haley, Deputy Mayor Higgins, Councihnembers Padden, Peetz,
Padden, and Woodard Opposed: Councilinember Wick. Motion carried.
8. Motion Consideration: Housing and Homeless Five -Year Plan — Gloria Mantz
It was moved by Deputy Mayor Higgins and ,seconded to adopt the region's current 5-year plan or take
such other action deemed appropriate by City Council. After Ms. Mantz provided details about the five-
year plan in a PowerPoint presentation and noted that the plan will be for 202-2024. There will be
discussions at a later date for the plan moving forward to 2025. Mayor Haley called for questions. No
questions were provided. Vote by acclamation: in favor: unanimous. Opposed; none. Motion carried
9. Motion Consideration: HHAA Funding Recommendations — Gloria Mantz
It was moved by Deputy Mayor Higgins and seconded to earmark $100, 000 for outreach services
and $65, 000 for shelter beds fr-oin the 2024 HHAA fee fund. Ms. Mantz gave a detailed PowerPoint
presentation and noted that the interim task force recornmended the funding for the specified
outreach services. Mayor Haley called for questions. No questions were provided. Vote by
acclamation: in favor: Mayor Haley, Deputy Mayor Higgins, Councilrnembers Padden, Peetz,
Padden, and Woodard. Opposed: Councilinember Wick. Motion carried.
10. Motion Consideration: Awards to Outside Agencies Social Services — Sarah Farr
It was moved by Deputy Mayor Higgins and seconded to mi,ard 2024 Outside Agency Social Services
Grant funding as follows: Christ Kitchen- up to $5, 571; Elevations Childrens Therapy - i p to $15,238;
Inland Chess Academy- up to $1,857; Joya Child & Family Development- tip to $5, 757;NAOMI tip to
$9,810; Spokane Valley Partners- zip to $30,982; Teen & Kid Closet- up to $12,000; Widows Might- up to
$15, 714; YMCA of the Inland Northwest- up to $3, 071, for a total allocation of $100, 000. Ms. Farr stated
that the funds allocated were based on the spreadsheet that each councilmember previously filled out. The
Mayor called for any questions; no questions were offered. Vote by acclamation: in favor: unanimous.

Councilinernber Peetz suggested adding an update on an Emergency Preparedness Plan. City Manager
I lohinan stated that staff had been working on the plan.

The (13) Department Monthly Reports, and the (14) Fire Depailment Monthly Report were for information
only and were not reported or discussed.

CITY MANAGER COMMENTS
City Manager Hohman noted a save the date of December 18"' @ 2:30 for a meeting with the state
legislators. lie also stated that Barker Road will open at the end of the week and there may be a celebration
for the completion of the project.

I have had no response from previous complaints regarding code enforcement in my neighborhood. I would sincerely
appreciate it if the City Council would change the code to protect and act upon issues that include:
1: Working on multiple autos in my R3 zone.
2. Doing business without a permit - selling autos
3. Loud mufflers / speeding and screeching tires at all times of the night
4. Auto parts in, his front yard / oil spills in my cul-de-sac
5. Racing go carts throughout the neighborhood
6. As many as 9 recked autos with no plates at any given time.
7 . Disrespecting abiding homeowners requests with rude jesters and language.

am submitting a written comment for the Oct 24,2023 on the topic of Nuisance Properties .

Comment: 1 am perplexed and concerned over the lack of attention we are giving this topic in Spokane Valley.
I live close to the Eagle Point Apartments and Valley 206 Apartments in Spokane Valley, I have owned my home for 33
years of which I have paid my fair share of taxes and levies, here lies the problem, the owners of Eagle Point Apartments
pay less than I do in property taxes and yet that filthy complex pulls more resources than all of my neighborhood
combined, on average the police, fire and medics go into that nuisance property three times a day. I pulled PRR's on
Eagle Point Apartments and realized there had been close to 800 calls in a three year period. Prostitution, Chop Shops,
Stolen vehicles, drug trafficking, domestic violence, overdoses, child rape, bomb threats, used needles everywhere and
non- operational nor licensed vehicles along our street not to mention the non -legal Motorhomes or meth -labs on
wheels, the list is endless.
My neighbors and I have written letters to the owners and management to bring attention to these serious issues only
to have them not respond at all, that speaks volumes ( it's our problem not theirs!) we formed a Neighborhood Watch
and go above and beyond to do our part to keep our streets safe but at what point is there accountability? The issues in
the Spokane Valley start at the top and trickle down, so I ask the question, what are our leaders ie; City Council, Police,
Fire Chief doing to combat this issue? I am requesting you start with Eagle Point Apartments, hold the owner's
accountable, fines would get their attention or a fee for each resource used.

I would support suing Olympia to keep every penny collected from all vehicle registration fees, gas taxes (which is still
not transparent orjustified) in Spokane, co stay in Spokane co.. "the center square" Washington publication, states that
the DOT is also back logged with basic infrastructure projects because funds are being misappropriated by a handful of
politicians who are pushing this climate act theory and billion's of tax payers dollars are being gambled off somewhere.
