Mayor Haley called the meeting to order at 6 p.m. The meeting was held in person by Council and staff in
Council Chambers, and also remotely via Zoom meeting.

PLEDGE OF ALLEGIANCE Council, staff and the audience stood for the Pledge of Allegiance.
ROLL CALL City Clerk Patterson called the roll; all Councilmembers were present.
APPROVAL OF AGENDA It was moved by Deputy Mayor Hattenburg to approve the presented agenda,
seconded and agreed unanimously.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS n/a
COUNCILMEMBER REPORTS
Councilmember Yaeger: attended a Meals on Wheels event.
Councilmember Padden: spoke about the recent trip to Washington DC and noted that they met with
Representative McMorris Rodgers, Senator Murray and DOJ.
Councilmember Higgins: attended the steering committee of elected officials meeting.
Councilmember Wick: attended a ribbon cutting for travelers insurance, attended an East Valley School
strategic core planning meeting, Spokane valley fire department strategic planning meeting and a FMSIB
meeting six year investment plan meeting. He also attend an HCDAC kick off meeting and a Kiwanis club
meeting.
Deputy Mayor HattenbuM: spoke about STA related projects in our area and the importance of STA in our
area for all our residents. He also spoke about the STA funding and the benefits of having such a robust
transit system in our area.

Councilmember Merkel: spoke about his meeting with the Opioid Abatement Board. He also spoke about
his concerns over the Sprague Stormwater Project and produced nearly 100 emails from people against the
stormwater project. He noted that he would submit the emails as part of the packet.
MAYOR'S REPORT
The Mayor attended the STA committee meeting as well and provided an update on the para transit
opportunities for the residents of the city.
PROCLAMATIONS:
GENERAL PUBLIC COMMENT OPPORTUNITY:
After Mayor Haley explained the process, she invited comments from the public. _Mr. Mike Dolan, Spokane
Valley: spoke about the reprimand that was given to Councilmember Merkel, the Governance Manual and
car tabs. Ms. Mary Lloyd, Spokane Valley: spoke about the Mirabeau Transit Center and that she is excited
to see the newest STA project grow the area. W. Dan Allison, Spokane Valley: spoke about the Pines GSP
and the railroad group that has left the area and asked about the Raiding. City Manager Hohman provided
clarification on the project for Mr. Allison. Ms. Kim Pollari, Spokane Valley: spoke about the SCRAP
contract review. Mr. Tim_ Malick, Spokane: spoke about SCRAPS not being an animal shelter. Ms. Kendra
Dinning_ Spokane Valley: spoke about SCRAPS employment and the lack of skills for an animal shelter or
agency. Mr. Jason Schriver, Spokane Valley: spoke about SCRAPS Executive Director and the incorrect
information he feels was presented to council at the previous council meeting. Mr. John Harding, Spokane
Valley: spoke about the repeat felons, a possible roundtable event for a jail discussion and addressing
judges, and processing issues.
NEW BUSINESS:
1. Consent Agenda: Consists of items considered routine which are approved as a group. Any member of
Council may ask that an item be removed from the Consent Agenda to be considered separately.

It was moved by Deputy Mayor Hattenburg, seconded and unanimously agreed to approve the Consent
Agenda.
2. Resolution 24-007: Commitment to Safe Communities — Councilmember Yao er
1t was moved by Deputy Mayor Hattenburg and seconded to approve Resolution 924-007 declaring our
commitment to a Safe community and the elimination of any and all activities that contrihute to the influx
of illegal activities. Councilmember Yaeger read the resolution aloud and provided a brief summary on why
she requested the resolution be adopted. Councilmember Merkel questioned the legal impacts of the
resolution, the statements of facts and how we would summarize the intent of the resolution. Mayor Haley
invited public comment. Mr. Mike Dolan, Spokane Valley stated he supported the proposal, but felt it
should have been a proclamation. Vote by acclamation: infavor: Mayor Haley, Councilmembers Wick,
Padden, Yaeger, and Higgins. Opposed: Councilmember Merkel. Motion carried.
3. Motion Consideration: Mayoral Appointment --- Planning,Commission — Ma or Hale
It was moved by Deputy Mayor Hattenburg and seconded to confirm the Mayor's nomination of Michael
Kelly to the Planning Commission for a terra beginning March 26, 2024 and ending December 31, 2025.
Mayor Haley stated that she had an hour-long conversation with Mr. Kelly and felt that he would be a
qualified resident to add to the Planning Commission. Councilmember Merkel questioned why the previous
applicants were not considered. Mayor Haley stated that they were offered the chance to submit an

application and only one previous individual applied. Mayor Haley invited public comments; no public
comments were offered. Vote by acclamation: in favor: Mayor.Haley, Councihnenabers Wick, Padden,
Yaeger, and Higgins. Opposed.• None. Councihnernber° Merkel chose to abstain as he stated he did not have
the opportunity to talk to Mr. Kelly. Per the Governance Manual, abstaining is not permitted. Clerk
Patterson did not correct the abstention. Motion carried
4. Motion Consideration: Street Maintenance Interlocal Agreement - Bill Helbi
It was moved by Deputy Mayor Hattenburg and seconded to authorize the City Manager to finalize and
execute the Interlocal Agreement for Road and Traffic Maintenance and Miscellaneous Services between
Spokane County and the City. Mr. Helbig reviewed the background information provided in the RCA and
reviewed the current interlocal considerations. Council briefly discussed the terms of the interlocal.
Mayor Haley invited public comments. Mr. John Harding, Spokane Valley: stated he had concerns about
traffic, several intersections where they have to wait for multiple lights to travel through traffic. Vote by
acclamation: in favor: Mayor Haley, Councilinembers Wick, Padden, Yaeger, and Higgins. Opposed:
Councilnnember° Merkel. Motion carried
5. Motion Consideration: FMSIB Grant Applications — Adam Jackson
Prior to the motion, Councilmember Wick requested to recuse himself as he is on the FMSIB Board and
will be a part of the grant application approvals with FMSIB. Mayor Haley approved the request and
Councilmember Wick excused himself out of chambers until the item was completed.
It was moved by Deputy Mayor Hattenburg and seconded to authorize the City Manager, or designee, to
apply for the Freight Mobility Strategic Investment Board's call forprojects for those projects identified in
Table 1. Mr. Jackson spoke about the meeting that he had with FMSIB today and the need to revise table I
was based on that conversation. He also provided background on the FMSIB call for projects and what is
needed to be considered eligible for the projects. He stated that staff reviewed the grant scoring criteria and
compared to our legislative agenda and the other city programs and came up with the Table of
recommendations for projects. Council briefly discussed the projects listed and the funding that would be
requested. Mayor Haley incited public comments; no comments were offered. Vote by acclamation: in
favor: Mayor Haley, Council7nen7bers Padden, Yaeger, and Higgins. Opposed: Councilnzernber Merkel.
Councilmember Wick was recused. Motion carried.
Councilmember Wick was invited back into the meeting after the vote on the grant applications.
ADMINISTRATIVE REPORTS:
6. Admin Report: Regional Stabilization Center Potential Expansion — Erik Lamb Justin Johnson
Mr. Lamb introduced the Director of Spokane County Community Services Department, Mr. Justin
Johnson, Integrated Behavioral Healthcare Manager, Ms, Ashley Magee, Integrated Care Coordinator, Ms.
Jessica Thompson and Spokane County Homeless Services Deputy, Mr. Josh Pratt. Mr. Johnson spoke
about the Spokane Regional Stabilization Center and the services that are provided at the facility. Currently,
there are 45 beds total and they provide 23-hour crisis relief and sobering services. Ms. Thompson provided
additional details on what the crisis relief center is and what the requirements are for the facility. Ms. Magee
explained the details on the expansion project and that it would all for more individuals to access services
and assist in the prevention of future behavioral health crises and divert from hospitals and the criminal
justice system. Allowing these services in a single location helps to address multiple needs in a seamless
transition from one service to another. Mr. Johnson stated that the partnership for the center is critical in
getting the funding support that is needed and will allow the growth for the center that is also needed.
Council discussed the collaboration with the surrounding community and agreed the center has greatly
assisted with those in need of assistance. The council provided a consensus to allow the Mayor to sign
support letters to assist the county with requesting federal funding for expansion of the center.
7. Admin Report: Commute Trip Reduction Interlocal — Morgan Koudelka
Mr. Koudelka discussed the state required program that Spokane Valley has historically had an interlocal
agreement with Spokane County for providing the required services. There are currently 18 affected

employers that must comply with the program requirements, the city being one of the employers. Mr.
Koudelka stated that there were not any substantive changes from the previous agreement and that the
county would retain the funding to administer the program and facilitate all the requirements from the state.
Council discussed various topics to include the CTR board representation, how the state handles the
funding, and reporting of the data that is compiled. The council provided a consensus to bring the interlocal
agreement forward to a future council meeting for approval.
&. Advance Agenda — Mayor Haley
Councilmember Yaeger asked about a community clean up event for Earth Day for next year as it was too
late for this year. Councilmember Wick noted that while the city may not be able to do an Earth Day event,
the Kiwanis group was cleaning the Appleway Trail on the 20°i of April and invited the community to
participate. City Manager Hohman stated the city was collaborating with WSDOT for litter clean up as well
and would follow up with an admin report on the details if council approved. Consensus was provided to
bring back an admin report with an update on the WSDOT collaboration.
Councilmember Merkel asked about considering having a town hall on Sprague Stormwater project and
admin report to cancel the report. There was not consensus to move that item forward.
Councilmember Merkel requested that committees being open to the public. There was not consensus to
move that item forward.
Councilmember Merkel requested to have an ordinance to have minutes to get it done at the following
meeting. There was not consensus to bring that item forward.
Councilmember Merkel spoke about changing the city code regarding the trees along the street line as he
believes they are covering the business signs. There was not consensus to bring the item forward.
Councilmember Merkel requested the city submit an amicus brief regarding supreme court Johnson v grants
pass. Deputy City Manager Lamb stated that it may be too late to sign on at this time, but would look into
a summary of arguments that AWC will come out at a later date. Councilmember Merkel amended his
request to be an admin report covering the summary of arguments from AWC. Council provided consensus
to add that item to the advance agenda.

COUNCIL COMMENTS
Councilmember Merkel made a general comment about a youth volleyball tournament in town and felt it
should be posted on the website. He also questioned the marketing services RFQ and wanted to know what
it was for. Councilmember Merkel submitted his own changes to the RFP for homeless outreach services
and submitted it for the record. Councilmember Merkel spoke about the Sprague Stormwater project.
Deputy Mayor Hattenburg stated that the Sprague Stormwater project is for just over a block and not 10
miles and there is state funding involved. City Manager Hohman noted that staff spoke with property and
business owners when the project initially started. Councilmember Higgins cautioned that opening the
SCRAPS contract to review it could double or triple our funding requirements. Councilmember Padden
stated that she may be gone for the meeting next week but may be able to Zoom in and was looking for
approval for the absence. Permission was granted for the absence. Councilmember Merkel brought up the
Sprague Stormwater project once again. Councilmember Higgins poised a Point of Order. Mayor Haley
asked that he speak to the point. Councilmember Higgins noted that the topic had already been discussed.

CITY MANAGER COMMENTS
City Manager Flohman stated that the Right -Sizing Police Project presentations will begin next week and
provided dates and locations for each of the presentations and open hOUSCS. He also stated that the meeting
for April 9th will be a special meeting and wild. begin at 5Mpm - Andrew Ballard will be facilitating that
ineeting as well.

AGENDA ITEM TITLE: Motion Consideration: Potential Grant Opportunity —Washington State
Freight Mobility Strategic Investment Board (FMSIB)

PREVIOUS COUNCIL ACTION TAKEN:
• March 05, 2024 — City Council authorized the City Manager to submit the City's federal
legislative agenda projects to the Fiscal Year 2025 Community Directed Spending (CDS)
request process to our federal delegates. Projects included the Sullivan/Trent Interchange,
South Barker Corridor, Barker/1-90 Interchange, and the Argonne/1-90 Bridge project.
• June 20, 2023 — City Council adopted the 2024-2029 Six -Year Transportation Improvement
Program (TIP).
• March 14, 2023 — City Council authorized the City Manager to submit funding requests to
Spokane Regional Transportation Council's (SRTC) preservation call for projects. Projects
included Sprague Preservation (Bowdish-McDonald), N. Sullivan Preservation (Spokane
River to Kiernan), and Fancher Preservation (Sprague to Trent).
• March 15, 2022 — City Council authorized the City Manager to submit funding requests to
the SRTC regional call for projects. Projects included the Sullivan/Trent Interchange, South
Barker Corridor, Argonnel1-90 Bridge, and the Broadway Avenue Reconstruction (Havana to
Fancher).
• March 13, 2018 — City Council authorized the City Manager to submit funding requests to
FMSIB's call for projects. Projects included the N. Barker Corridor (Spokane River to Trent)
and Argonne Concrete Reconstruction (1-90 to Montgomery).
BACKGROUND: On March 6, 2024, the Washington State Freight Mobility Strategic
Investment Board (FMSIB) issued a call for projects that will improve the movement of freight
and/or mitigate the movement of freight through local communities.
This call for projects will help FMSIB create a Six -Year Freight Mobility Strategic Investment
Program that includes the highest priority freight projects for legislative consideration. FMSIB's
complete program of projects must be delivered by December 1, 2024. A secondary goal of this
call of projects is to create an unconstrained plan for statewide freight needs to aide in the
programming of future biennia.
This call for projects is intended to fund the six -year period from July 2025 to June 2031: three
biennia of July 2025 - June 2027; July 2027 - June 2029; FY July 2029 - June 2031.
Approximately $30 million is anticipated to be made available statewide during each of the three
biennia, totaling $90 million statewide over 6 years.
To be eligible for consideration, the proposed project or project phase(s) must be located on or
directly connected to a Designated Strategic Freight Corridor and ready for construction within
six years (i.e. June 30, 2031). Designated Strategic Freight Corridors are high volume truck, rail,
and waterway routes in the State's Freight and Transportation System. These routes equate to
our City's arterial and collector street network.
Staff reviewed the grant scoring criterion and compared it to the City's legislative agenda, 2024-
2029 TIP, Pavement Management Program, and recent arterial preservation and reconstruction
needs. Staff recommends submitting the projects in Table 1 because they are eligible, align with
the funding program's criteria, and have regularly been identified by the City Council. Further,
some projects are already underway in design and/or have received partial funds.
FMSIB applications are due April 19, 2024, This FMSIB call for projects has a condensed
timeline that provides six weeks total. The recommended projects in Table 1 are established
projects that have been recognized for multiple years as priorities for the transportation network.
OPTIONS: Move to authorize the City Manager, or designee, to apply for the FMSIB call for
projects for those projects identified in Table 1 or take other action.
RECOMMENDED ACTION OR MOTION: Move to authorize the City Manager, or designee, to
apply for the Freight Mobility Strategic Investment Board's call for projects for those projects
identified in Table 1.
BUDGETIFINANCIAL IMPACTS: There is no required local match, however, funded project
phases are expected to be delivered as awarded per the FMSIB application submittal. If the City
does not satisfy the funding scenarios identified in the project applications, they may run the risk
of forfeiting FMSIB awarded funds.

Effective January 1, 2024, the Washington State legislature passed Second Substitute Senate Bill 5120
establishing 23-Hour Crisis Relief Centers in Washington State. 23-Hour Crisis Relief Centers are open 24
hours a day, seven days a week and offer behavioral' health care for adults, including walk-in as well as first
responder drop offs and those referred through 988, Services include minor wound care, prescriber
services, mental health and substance use care, 23-Hour Crisis Relief Centers will offer each individual
services for up to 23 hours and 59 minutes with some exceptions being made related to an individual
awaiting an Involuntary Treatment Act investigation under RC' 71.05. All individuals will be screened for
physical health needs, suicide risk and violence risk, with more comprehensive assessment services
available if needed, 23-Hour Crisis Relief Centers must accept 90% of all individuals referred and must
track instances of refusal.
To establish a 23-Hour Crisis Relief and Sobering Center in Spokane Washington as an expansion of the
Crisis Stabilization Facility, funding to support a capital investment is needed to create the space and
acquire appropriate equipment, Funding for capital improvement and expansion is envisioned through
braided funding, including state, local, and federal earmarked funds, Once the facility is established,
ongoing sustainability would be funded through billing Medicaid and other commercial insurance plans as
well as through the utilization of existing Federali Block Grant Funding for those who do not qualify for
Medicaid.

To improve access to necessary behavioral health services and improve care coordination, the Spokane
Regional Crisis Stabilization Center (SRSC) could be expanded to include a 23-Hour Crisis Relief and
Sobering Center, In addition to the services noted above, the service array would also include sobering
services, which has been identified as a gap and needed service in Spokane County, Sobering services
provide a safe environment for intoxicated individuals to withdrawal from the substances they are using as
well as allowing for care coordination services and connection to resources once the person is functionally
sober.
The SPSC currently provides a wide array of services including co-occurring residential treatment,
substance use disorder residential treatment and crisis stabilization. The addition of a 23-Hour Crisis
Sobering and Relief Center would allow for more individuals to access necessary services to prevent future
behavioral health crises and divert from both hospitals and the criminal justice system. Having all these
services in one location creates an innovative way to address behavioral health needs while reducing
barriers and allows for seamless transition from one service to another as medically necessary,

Background
FT us Pirritei t: The City currently contracts for an Outreach Team consisting of two Outreach Specialist,
and one Homeless Outreach Officer. Combining these two specialties into a single Outreach Team has
been a unique and effective strategy that is central to the City of Spokane Valley's approach to providing
outreach services. Aicing with the City's Housing and Homeless Coordinator, this team is responsible for
conducting pro -active outreach activities to contact and engage those who may be experiencing
homelessness. The Outreach Team is also responsible for helping to respond to concerns directed to the
City regarding issues related to homelessness. This requires close coordination and cooperation with City
staff and the Homeless Outreach officer through texts/emaiis/calls to make sure that the follow-up
needed to address the situation is occurring. Outreach Specialists regularly ride with the Homeless
Outreach Officer and work as a single unit while in the field, each specializing in and focusing on their
respective roles to provide more versatile and responsive services both to those experiencing
home'{essness, and to the, community at large.
In addition to proactively responding to emergent needs, the Outreach team is also responsible for
seeking out and fostering relationships with other area providers to coordinate services and bring
additional expertise in to assist as needed. This includes managing a reguiar Spokane Valley case
conferencing meeting with other area providers, and keeping an up-to-date client list that includes
needed next steps, assignments, and basic notes about what work has been/is being done with clients. It
also includes participation in and knowledge of the homeless response system in the Spokane County
area, and an understanding of what resources are available to help in different situations. Ail members of
the Outreach team are aiso expected to participate in data collection. Collecting client survey data (sirnflar
to Point In Time count surveys), and data about occupied or abandoned camps, trash, or occupied vehicles
is critical, as this data Is used to analyze needs and direct resources.

Evaluation and Selection
The City reserves the right to enter Into a contract with the responding entity which best meets the needs
and interests of the City, or to reject all responses as set forth below. The City will consider all proposals
for homeless outreach services and anticipates awarding one entity to provide these services based on
the quality of submissions to this Request for Proposals (RFP). The combined amount of the agreernenL
will not exceed $200,000. The City makes no guarantee that a contract will be issued and makes no
guarantee that proposals will be funded.
All applications are subject to administrative review to ensure they are complete and eligible.
Following administrative review, all complete applications will be provided to the City's Interim Homeless
and Housing Task Force ("Homeless Task Force") for review and recommendation to City Council. City
Council will make a final determination to award the funding at a public meeting. The City anticipates
that City Council consideration and award for the contract will occur in April 2024.
Evaluation and Selection Criteria
The City is focused on provlding homeless Outreach services and connecting homeless individuals to
available resources including housing programs, shelters, drug and alcohol treatment facilities, behavioral
health resources, food and clothing banks, among others. Evaluation of proposals will include
consideration of applicants' prior successful projects, experience in implementing proposals, and
experience in operating proposed projects. The Homeless Task Force and City Council will consider and
evaluate projects with those goals in mind and will consider the following criteria as part of the evaluation
process:

1. Cover page on organization letterhead, and brief description of organization, mission statement,
and primary function. (1-2 pages)
1 Detailed Project Budget — Propose an award amount up to $200,000 that will allow your
organization to fulfill the objectives of the outreach project, and describe other funding sources,
including the status of those funds, that will be utilized in operating your proposed program.
Please provide a plan for addressing any remaining budget gaps. if the proposal is flexible on the
amount of funds needed, please indicate how to include a specific, alternative plan for
consideration.
3, Annual Operational Budget - Most recently adopted overall organizational budget.
4, Project Summary and Scope of Work— Provide a concise summary Of Your request and how it will
accomplish the goals for the City's homeless outreach program. If it is part of a larger project, you
may briefly describe the overall project. Fully describe the scope of the project.
a. Metrics —List specific goals related to the number of clients to be served per month, and
the number of clients each month who will receive case management services such as
assistance restoring identification documents, housing referrals, relocation assistance,
etc.

submitted through the City's existing data collection apps, and weather your team has
any experience collecting data during the course of their regular outreach activities.

active list of clients, and to use the list in regular case conferencing meetings with other
area providers. Describe the applicant's participation in regional case conference
meetings, if any.

partners/stakeholders to ensure that needed services and expertise are brought to bear
when working with unhoused individuals. This includes direct collaboration and
communication with the City staff, homeless outreach officer, other regional outreach
teams, and service providers.
e. Homeless Outreach Team and services — Describe the composition of the proposed
outreach team, available schedule, and approach to reaching out to unsheltered
individuals and connecting them to services.
5. Management and Operations — Address the project administration from award date through
completion including the team composition and costs for operation and management.
6. Owners/Principals -A list identifying the names of the organization's owners, Board of Directors
members, officers, and principal staff.
Finalize a Scope of Work
Entities awarded funding shall be required to enter into an agreement as a pre -condition to receive funds.
The funding for the outreach program will be provided on a reimbursement basis upon submission of
monthly requests and supporting documentation. City representatives and the selected entity(les) will
review and finalize a Scope of Work as part of finalizing and executing agreements. If any recipient and
the City do not agree on the terms of the agreement, then the recipient will not receive the funding.
Contract Agreement Terms
The City's proposed grant agreement, with the terms and conditions, will be required for any awarded
project. The proposed contract includes standard terms and conditions, including certain federal
requirements. Some key contract terms are provided below. Please note that the City expects al1
submitting entities to consent to the City contract identified terms and conditions below, including without
limitation all federal requirements, and does not anticipate agreeing to any modifications or exceptions.
Any proposed exceptions or modifications to the contract terms and conditions provided below must be
noted in the responsive submittal. The exception to this is in the drafting of the Scope of Work. The City
reserves the right to negotiate and revise any or all contract terms and conditions prior to contract
signature.
Key contract terms include, but are not limited to, the following:
I. Recipient may not use the funds for any purpose other than the agreed upon Scope of Work.
2. Recipient must use the funds for secular purposes in compliance with all applicable laws, including
but not limited to the Revised Code of Washington, the Washington State Constitution, and the
United States Constitution.
Insurance Requirements
As part of the agreement, the City requires recipients to maintain commercial general liability insurance
in the amount of $2,000,000 General Aggregate and $2,000,000 per occurrence, automobile insurance,
and Worker's Compensation insurance for Washington State as required. An ACORD certificate and
Additional Insured Endorsement showing the City as an additional insured on the policy must be submitted
with the contract.
Resection of Proposals
The City reserves the right to reject any or all submittals, portions, or parts thereof. The City reserves the
right to obtain services through other means.
Non -Collusion
Submittal and signature of a proposal swears that the document and proposal is genuine and not a sham
or collusive, and not made in interest of any person not named, and that the responding entity has not
induced or solicited others to submit a sham offer, or refrain from proposing.
No Costs
The City shall not be responsible for any costs incurred by any respondents in preparing, submitting, or
presenting its response to the RFP or interview process, if applicable. The City shall not be responsible for
any costs incurred by the responding entity selected by the City prior to the date of the contract.
Non -Endorsement
As a result of the selection of a responding entity, the City is neither endorsing nor suggesting the
responding entity's services are the best or only solution. The responding entity agrees to make no
reference to the City in any literature, promotional material, brochures, sales presentation or the like
without prior express written consent from the City.
Ownership of Documents
Any reports, studies, conclusions and summaries submitted by the responding entity shall become the
property of the City.
Public Records
Under Washington State law, the documents (including all such items as described in RCW 42.56.010 for
the term "writing') submitted in response to this RFP (the "documents") become a public record upon
submission to the City, subject to mandatory disclosure upon request by any person, unless the
documents are exempted by a specific provision of law. If the City receives a request for inspection or
copying of the documents, it will promptly notify the person submitting the documents to the City (by U.S.
mail and electronic mail if the person has provided an e-mail address) and upon written request of such
person, received by the City within five days of the providing of such notice, will postpone disclosure of
the documents for a reasonable period of time as permitted by law to enable such person to seek a court
order prohibiting or conditioning the release of such documents. The City assumes no contractual
obligation to enforce any exemption.

if you've got so much money that you need projects, here are a few:
Concentrate: on removingthe graffiti on our public buildings, roads, signs, etc. It is unsightly and makes
us took Like we just don't care anymore.
Get busy repairing the multitude of pothotes that are on our city streets.
Hire crews to pick up the garbage that is all over the sides of our roads.
Most of us are having to adjust our budgets due to the massive inflation we have experienced in the Last
few years., (Please don't offer me a handout, I don't qualify and I don't want the public dote to
increase.) Maybe if you have surplus funds, save something to use at a time when you have a real
problem instead of just endlessly increasing our taxes.
Don't even get me started on that ridiculous "city hall" disaster that you built. There were perfectly good
buildings (vacant and for sate) in the same parking Lot as that monstrosity that you had built; thus far it
has been nothing but a money pit and will continue to be.

time on especially if they don't make it to the valley often. Changing Sprague to three lanes will cause

I honestly can hardly believe that anyone is talking about reducing the lanes on spray. Is simply going to cause a lot of
small accidents by cars restrict traffic in a in an area that doesn't need restricting. Put in flashing yellow lights for
pedestrians. Or higher more police officers to give tickets for speeding, which we all know reduces speeding. When we
moved here years ago, nobody dared speed because officers were everywhere. Now they are very few, they are often
clumped together for more dangerous, incidences and people speed constantly because they don't think they're going to
be caught. Don't restrict traffic in one area, Fix the problem throughout the city. Fix it in front of my house! Don't waste
our tax dollars, which many of us are finding it hard to afford, by getting rid of a perfectly good lane which you're going
to end up wanting to put back in place a few years from now with all the same arguments that were put forth years ago.
Please listen to us, the people. I have been following this on Facebook and our neighbor site, and I seriously have seen
virtually no one in favor of this.

I am opposed to restricting the number of lanes on Sprague for multiple reasons outlined below.
1) The rational for widening the road to its current configuration has not been reviewed.
2) If the rational has been reviewed, it has not been discussed or explained why that rational is no longer valid.
3) It is simply an unproven, false assumption that narrowing the lanes magically improves safety. Especially if the laws
continue to not be enforced. In fact, it makes it even less safe as it would concentrate the traffic into a smaller area.
4) With regard to "safety". Pedestrians should obey the laws. Drivers should obey the laws.
5) The laws should be enforced. If an officer needs to be assigned to write tickets to jaywalkers and speeders, on a full
time basis, then do that. Enforcing the law has the effect of making people obey the law. Writing hundreds of tickets,
easily funds further law enforcement.
I drive that road multiple times a week. Of the hundreds of times that I have been on it, want to know how many times I
have witnessed a pull over? Zero You cant complain about people breaking the law if you are not willing to enforce the
law. That would be silly.
