Right of Way Agent Administrative Settlement Authority
BACKGROUND:
The City is currently acquiring ROW for road widening on the Broadway Avenue Reconstruction
Project. The typical parcel consists of a 10 foot wide strip on the portion of each lot fronting
Broadway Avenue. Skillings- Connolly is providing a ROW agent to act on behalf of the City
under PWD Consultant Contract 08 -026. During final negotiations, a property owner may
request minor additional compensation beyond the amount listed in the appraisal based
Administrative Offer Summary such as replacing an existing fence that the project will remove.
The attached letter grants the Right -of -Way Agent up to $1,000 administrative settlement
authority, as needed, for any parcel associated with the Broadway Avenue Reconstruction
Project. This will expedite completion of the needed ROW so that construction can begin in the
spring of 2010.

Dear Ms. Walsh,
The City of Spokane Valley hereby grants the Skillings Connolly, Inc. right -of -way
agent up to $1,000 administrative settlement authority, as needed, for any parcel
associated with the above project.
If exercising this authority is required to complete negotiations then the right -of -way
agent must provide the City with written justification for going over the Determination of
Value identified in the Administrative Offer Summary.
