Thank you for the opportunity to introduce the Prothman Company to the City of Spokane
Valley. As the City Council elections are just a few weeks off and with just four months to
complete the numerous tasks leading to the City's incorporation date, finding experienced,

as a Renton Police Officer before making the move to Assistant City Manager for the city of Des

Greg is the current Chairman of Seattle Mountain Rescue and frequently participates with King

member of Crystal Mountain Volunteer Ski Patrol. When the weather turns warmer he rides his
Harley Davidson every chance he gets — including a ride last year to Alaska and back.
A Seattle native Greg completed his BA at Western Washington University and his Master of
Public Administration from the University of Washington.
Kathie Oeser, Vice - President
Kathie's extensive municipal experience has given her excellent working knowledge of cities and
the services they provide. Her thorough understanding and appreciation of how important
customer service is has been a hallmark of her tenures at the cities she has served. Starting at the
newly incorporated city of Newcastle, WA has given her tremendous and valuable exposure to
every facet of the beginnings of a new city. Kathie worked closely with the city manager as a
Management Analyst and Assistant to the City Manager. At the City of Kirkland she serves as
the Senior Management Analyst in the City Manager's Office as well as the Ombudsman for the
City.
Kathie grew up in Kailua, Hawaii where she earned her Bachelor of Science Degree from the
University of Hawaii in Human Resources Development. Seattle has been her home since 1979.

withdraw after one month on Doctor's orders due to major back surgery. Following surgery I am able to

I served this small but rapidly growing City during a period of turmoil caused by financial crisis and the
dismissal of the Manager. Pending recruitment of a new Manager I was asked to evaluate all city programs
and to "revitalize" under performing departments. This challenge required reorganization and replacement
of some key personal. A new solid waste service was established, financial services reorganized and the
existing debt program restructured to provide a stronger financial foundation for the City.

Chief of Party
Local Government Reform Initiative, Georgia is a U.S. funded project to improve efficiency and
encourage democratization of local governments within the former Soviet Republic of Georgia.
Focus of the program was; 1. Assist the National Government draft reform legislation allowing
election of local officials and granting greater autonomy to units of local governments, 2. Provide
financial management training to local government officials and 3, Encourage transparency and
citizen participation in local government activities. My responsibilities included initial
establishment and organization of the project office, recruitment of local staff and implementation
of program elements.

As a volunteer I served as a consultant to the City "Rayon" of Rodniki, a small industrial community
located 150 miles east of Moscow. This project was part of a privatization initiative sponsored by the
World Bank and focused on transferring responsibility for kindergartens from a large textile factory to the
public sector. In addition, the mission involved an evaluation of social service programs and establishment
of training for local officials.

As a Resident Advisor I was assigned the mission of introducing modern municipal practice to this City
emphasizing the introduction of computerized financial services. However, due to local condition part of
the effort was redirected on the need to plan and finance rebuilding of the local infrastructure. It became
unnecessary that I resign from this project after five months because of a severe back injury. (Ruptured

As a volunteer for IESC I performed an evaluation of a City (City of Polva) as part of a pilot program
designed to improve the effectiveness of Federal legislation establishing a new system of local government.
The final report provided a foundation for a city general plan and served as the basis of revisions in national
legislation regulating local government. Subsequently, I undertook a reconnaissance study of a rural county
(Vastalina) in southern Estonia as a foundation for a more intensive review. This report defined a number
of economic and social problems that were addressed in the subsequent study.

1993
1 spent three months as manager and instructor of the "Small Business Center" sponsored by CCI and
financially supported by a number of American Corporations. Our mission was to encourage the
"privatization" process 1 Russia by introducing young Russian entrepreneurs to "free market' concepts.
This involved recruiting students already active in business and offering classes in elementary business
planning, marketing and public relations. As time permitted I also provided consulting services to
individual owners and managers.
Acme Landfill Corp. Martinez CA
General Manager
1993
Over a two year period I served as a consultant for the Browning -Ferris Waste Management Co. and as
General Manager of the Acme Landfill Corp. This was a significant and challenging assignment involving
the operation and closure of a large "toxic" fill located adjacent to the Sacramento River. As a designated
"superfund" site the Company was subject to continuous litigation and oversight by the Federal and State
agencies. My duties involved the supervision of planning /engineering for closure and the coordination of
negotiations with the various enforcement agencies. Most of the major issues were satisfactorily resolved
or on course prior to my departure.

City of Kent, WA (population 74,000) 1969 —2000
During my tenure as Planning Director, the City grew from 15,000 to over 70,000 residents;
the department expanded from two to over 40 employees. At the time of my retirement I was
responsible for the day to day management of three divisions: Planning Service, Building
Services, and Housing and Human Services with a total department budget of over two million
dollars.
One of my major achievements as Planning Director was setting up Kent's Permit Center,
which went on line shortly after I retired in June 2001. To ensure we had all aspects of
permitting reviewed, a permit task force was formed comprised of fire, public works, and
planning personnel who worked with the architect on the physical layout and design of the
center. I worked with the Task Force to streamline the City's permit process, emphasizing
customer service, faster turnaround times for permits and a collaborative and more productive

PROFESSIONAL EXPERIENCE:
Mr. Warren's professional career has all been related to municipal public works and
government. He has specialized in the planning, design and project management of
all types of governmental utilities and transportation projects. In addition, he has
been an innovative leader in the area of funding and finance. He has worked
extensively with state legislatures in several states to create legislation permitting
cities to form storm water and street utilities and public works impact fees. He has
also been a leader in Washington in the area of LID procedure.
Highlights of Mr. Warren's career include:
1987 -2002 — Founder and president of Kato & Warren Consulting Engineers,
Seattle. The firm served governmental clients in the western states providing both
public works and environmental services. The firm was sold to Tran System
Corporation in 2001 and Mr. Warren retired to a consulting role in 2002.
1982 -1987 — Founder and principal of Warren Consultants, Seattle, specialists in
project planning, funding and management. As the firm's client base grew Mr.
Warren joined with a friends firm to form Kato & Warren. Mr. Warren served the
City of Winslow, WA. ( now the City of Bainbridge Island ) as City Engineer and
consultant. He assisted in the creation of the larger City of Bainbridge Island.
1968 -1982 — Mr. Warren was a principal and Vice - President of Kramer, Chin &
Mayo (KCM), consulting engineers of Seattle. During this time he created the
concept of treating storm water as a public utility. He assisted in passing legislation
in several states and has helped more than 50 cities and counties, nation wide, in

establishing fiscally and environmentally sound storm water management programs
meeting NPDES standards.
1968 -1972 — While a principal at KCM Mr. Warren served as the contract City Engineer
and Public Works Director for the City of Port Townsend, WA. During which time major
wastewater and transportation projects were completed.
1982 — The Washington State APWA voted Mr. Warren as the "Public Works Leader of
the Year.
1990 — During this year Mr. Warren was elected as president of the Washington State
APWA which represents public works professionals throughout the State. The
Washington State APWA was selected by the national membership that year as the
outstanding chapter in the country.
1995 — Mr. Warren was recognized by the national APWA as the outstanding public
works professional in the private sector. Only one such award is made each year.
1965 -1968 — Mr. Warren took a brief hiatus from public works to serve as the Director of
Engineering for RCA Service Co. building a large missile tracking system for the USAF
at Clear, Alaska. During this time Mr. Warren was elected councilman and mayor of the
nearby City of Anderson where he and his family lived. As a strong mayor city the
mayor was the chief administrator and the city manager.
In Conclusion:
Mr. Warren is recognized in the profession as strong both technically and for his ability
to communicate complex public works issues and projects to elected officials and the
public. His success rate in achieving implementation of projects is nearly perfect.

Served as City's Interim City Manager prior to incorporation and first regular
City Manager through start-up and full service operations. Reduced tax rates
27% and more than doubled municipal services from County levels. Started
Community Oriented Police Services. Over $46 million in Capital Improvement
Projects in first eight years. Down -zoned and implemented the City's growth
management services, supported by residential and development interests alike.
Negotiated a $5 million, 8 -year Water and Electric franchise, with no tax or rate
increase to customers. Built City's down -sized organization from zero to 70
employees, at half the comparative staffing of other cities. Negotiated purchases
of 30 acres of parks lands and developed $10 million Parks C.I.P. financing.

Interim City Manager, City of Newcastle, WA from May, 1994 - March,

pre - incorporation levels and taxes at or below pre - incorporation levels.

back budgets and growth management demands. Tigard is now one of Oregon's

City Manager, Pratt, KS (pop. 8,000) one year from October, 1980 to August,
1981. Responsible for Court, Police and Fire; Streets; Water/Wastewater; Parks
and Recreation; Cemetery; Airport; Planning and Economic Development;
Library; Finance; Electric Utility: 99 City employees and $14.5 million budget.
Directed City's waste -water and electric utility rate studies. Turned City's
finances from the verge of bankruptcy into a $3 million positive position.
City Administrator, Troutdale OR (pop. 6,000) for 5 years from March 1976
to October 1980. Managed the City's rapid growth from 2,000 to over 6,000
population, from 15 to 40 full -time employees, budgets ranging from $800,000
to over $9 million total. Over $3 million obtained from Federal Grants and low -
