NOTICE IS HEREBY GIVEN that a Regular Spokane Valley Planning Commission meeting will be held May 23, 2024, beginning at
6:00 p.m. The meeting will be held in Council Chambers at Spokane Valley City Hall located at 10210 E Sprague Avenue, Spokane
Valley, Washington. The purpose of the meeting is to consider the items listed below on the Agenda.
NOTE: Members of the public may attend Spokane Valley Planning Commission meetings in -person at City Hall at the address
provided above, or via Zoom at the link below. Members of the public will be allowed to comment in -person or via Zoom as described
below:
Public comments will only be accented for those items noted on the agenda as "Public comment" or `Public hearinr." If making a

Vice Chair Susan Delucchi called the regular meeting to order at 6:00 p.m. The meeting was held in
person and via ZOOM meetings.
The Commissioners and staff stood for the Pledge Of Allegiance.
Administrative Marianne Lemons took attendance, and the following members and staff were
present:

There was consensus from the Commissioner to excuse Commissioner Smelik & Chairman
McKinley.
AGENDA: Commission Wilson moved, and it was seconded to approve the meeting agenda for
April 11, 2024, as submitted. There was no discussion. The vote on the motion was five in favor,
zero against, and the motion passed.
V. MINUTES: Commissioner Robertson moved, and it was seconded, to approve the March 28, 2024,
minutes as presented. There was no discussion. The vote on the motion was five in favor, zero
against, and the motion passed.
VI. COMMISSION REPORTS: Vice Chairman Delucchi welcomed Commissioner Michael Kelly
and reported that she visited Nelson, Canada. There were no other Commissioner reports.
VII. ADMINISTRATIVE REPORT: Planning Manager Chaz Bates reported that the 2024
Comprehensive Plan amendments will be presented to the City Council at their next meeting. He
also invited the Planning Commission to attend the Police Right -Sizing open house meetings that the
City Council is hosting to discuss the need for more law enforcement officers.

IX. COMMISSION BUSINESS:
a. Findings of Fact: 2024 Annual Comprehensive Plan Amendments
Senior Planner Lori Barlow provided a brief overview of the Findings of Fact for STV-2024-0001
explaining how they formalize the Commission's recommendations made after receiving public
comment during the public hearing and Planning Commission deliberations.
Commissioner Wilson moved, and it was seconded to approve the Findings of Fact for STV-2024-
0001 as presented. There was no discussion. The vote on the motion was five in favor, zero against,
and the motion passed.
b. Presentation: Spokane Transit Authority— STA Connect 2035 — 10 Year Strategic Plan Update
Brian Jennings, Deputy Director of Community Development for Spokane Transit Authority gave a
presentation on STA Connect 2035 — 10 Year Strategic Plan.
X. GOOD OF THE ORDER: Vice -Chairman Susan Delucchi announced that the Planning
Commission Meeting on April 25, 2024 will be cancelled. The next regular meeting is scheduled to
be held on May 9, 2024.
XI. ADJOURNMENT: Commissioner Wilson moved, and it was seconded, to adjourn the meeting at
6:55 p.m. The vote on the motion was five in favor, zero against, and the motion passed.

AGENDA ITEM TITLE: Study session for STV-2024-0002
DESCRIPTION OF PROPOSAL: Privately initiated street vacation request to vacate a 60' X
130' segment of Hutchinson Road and a 40' X 270' segment of Riverside Avenue located north
of Sprague Avenue and east of Argonne Avenue.
GOVERNING LEGISLATION: Chapter 22.140 Spokane Valley Municipal Code (SVMC);
RCW 35A.47.020 and chapter 35.79 RCW
BACKGROUND:
MacPherson Holdings, LLC and CANUSA Land Holdings Corp. have requested to vacate a
portion of Hutchinson and Riverside as described above. The area to be vacated abuts property
owned by MacPherson Holdings, LLC and CANUSA Land Holdings Corp. Riverside is a 40'
wide segment of road lying within 120' of the Argonne and Sprague intersection. The
Hutchinson Road segment intersects with Riverside Avenue with a forced east turn movement.
The paved area of both road segments varies in width from 20' to 40'. The area does not have
curb, gutter or sidewalk and is indistinguishable from the surrounding commercial parking lot.
The total area requested to be vacated is estimated to be 19,092 square feet.
The Hutchinson right-of-way requested to be vacated is adjacent to parcels 45184.9111 and
45184.2263. The Riverside right-of-way requested to be vacated is adjacent to parcels
45184.9111, 45184.2263 and 45184.9112. MacPherson Holdings, LLC and CANUSA Land
Holdings Corp. abut all portions of the right-of-way requested to be vacated.
On May 14, 2024, the City Council passed Resolution 24-008 to set a public hearing date with
the Planning Commission on June 13, 2024. The street vacation process is prescribed in chapter
22.140 SVMC. Staff will discuss the project and the process at the May 23rd meeting.
RECOMMENDED ACTION OR MOTION: No action recommended at this time. The
Planning Commission will conduct a public hearing and consider the street vacation on June 131h.
